City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 33 of 43 <br /> <br /> <br /> <br />An approved adjustment to a standard pursuant to the provisions beginning at EC <br />9.8015 of this land use code constitutes compliance with the standard. Additional <br />criteria may also be required based on the applicability of other sections of this <br />land use code. <br /> <br />Findings: The proposed project is not residential. These standards are not applicable. <br /> <br />(9) The proposal complies with the Traffic Impact Analysis Review provisions of EC 9.8650 <br />through 9.8680 where applicable. <br /> <br />Findings: A Traffic Impact Analysis is not required for the proposed project, which was confirmed during <br />the City’s Pre-application Conference. See the findings provided in Sandow Engineering’s attached <br />Alternative Traffic Safety Study for additional details. <br /> <br />B. Other Applicable Code Sections <br /> <br />EC 9.6105 - Bicycle Parking <br /> <br />Findings: Per EC Table 9.6105(5), the use category “Hospital, Clinic or other Medical Health Treatment <br />Facility (including mental health) in excess of 10,000 square feet of floor area” is required to provide one <br />bicycle parking space for each 3,000 square feet of floor area. Seventy-five percent must be long-term <br />spaces, and the remaining 25 percent are short-term spaces. The proposed 18,800-square foot building <br />is required to provide 6 total bicycle parking spaces (4.5 long-term, 1.5 short-term). Per EC 9.6105(4)(c), <br />the 2 required short-term bicycle parking spaces are not required to be sheltered. The proposed 2 short- <br />term spaces are provided near the main entrance. The proposed 8 long-term bicycle parking spaces are <br />provided in a covered, secure masonry enclosure. See the attached Site Plan and Exterior Elevations for <br />more information. The bicycle parking standards are met. <br /> <br />EC 9.6205 - Landscape Standards <br /> <br />Findings: As noted above under the C-2 development standards, the proposed project complies with the <br />minimum 10 percent landscape area standard, and all setback areas are landscaped consistent with the <br />applicable standards. Additionally, the parking area perimeter landscape standards and parking area <br />landscape along street standards are also planted consistent with the EC 9.6205 landscape standards, <br />except for the narrower width requested for adjustment along West 6th and West 7th Avenues. See the <br />attached Landscape Plan for details. As adjusted, these standards are met. <br /> <br />
