City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 34 of 43 <br /> <br /> <br /> <br />EC 9.6400 - Motor Vehicle Parking Standards <br /> <br />Findings: Per the State of Oregon CFEC-mandates, the City adopted parking standards no longer require <br />a minimum amount of on-site vehicle parking spaces. If vehicle parking is provided, there is a maximum <br />number of vehicle parking spaces allowed per use. Per EC Table 9.6410, a “Hospital, Clinic, or other <br />Medical Health Treatment Facility (including mental health) in excess of 10,000 square feet of floor area” <br />use shall provide no more than 1.25 parking spaces per 200 square feet of floor area. At approximately <br />18,800 square feet, the proposed use can provide up to 117 vehicle parking spaces. The proposed 83 <br />vehicle parking spaces is less than the maximum parking allowed for a hospital use. <br /> <br />The proposed project complies with the parking area standards for parking stall dimensions, drive lane <br />widths, landscaping, and tree canopy coverage for large parking area exceeding 21,780 square feet (½ <br />acre). As shown on the attached Site Plan, the dimensions of the standard and compact parking stalls, as <br />well as all drive aisles, comply with EC Table 9.6420(1). Except as adjusted for landscaping strip width <br />along streets and driveway entrances, the proposed landscaping complies with the applicable standards <br />for minimum number of tree plantings per paved vehicle use area, plantings along streets, perimeter <br />landscaping near the abutting property to the west, and interior landscape islands. See the attached <br />Landscape Plan. <br /> <br />V. Adjustment Review Approval Criteria – Supporting Facts and Findings <br /> <br />This section is organized by outlining the Adjustment Review request with the standard proposed for <br />adjustment noted in bold. The applicable approval criteria per EC 9.8030 are documented in bold <br />italics, followed by proposed findings in normal text. <br /> <br />A. General Submittal Requirements <br /> <br />EC 9.8025 Adjustment Review – General Requirements. <br />(1) Except as provided in subsections (2) and (3), the adjustment review application shall <br />be prepared by one or more of the following professionals unless waived by the <br />planning director: <br />(a) Oregon licensed architect. <br />(b) Oregon licensed civil engineer. <br />(c) Oregon licensed landscape architect. <br />(d) Oregon licensed land surveyor. <br /> <br />Finding: The adjustment review application is prepared by the project design team noted above, which <br />includes licensed architects, civil engineers, landscape architects, and surveyors, as well as an <br />accredited planner. The drawings are prepared by the licensed professionals. The requirement is met. <br />
