West 7th Avenue exceeds the minimum width. No additional right-of-way is <br />required on West 7th Avenue. A northward appendage of Tax Lot 3000 results in a right-of-way width that <br />is less than the 80-foot minimum. A special setback and potential dedication are required. The Applicant <br />understands that the “special setback width is separate from, and in addition to, any interior or front yard <br />setback required by the zone.” The existing right-of-way nearest the Tax Lot 3000 appendage is 66’-6”. <br />An additional 13’-6” meets the 80-foot minimum width. The proposed project is responsible for providing <br />half – about 6’-9”– of the required right-of-way width. <br /> <br />The proposed main entrance is located on the west façade adjacent to the main parking area and the <br />covered patient pick-up/drop-off area in order to best serve the specialized proposed satellite ED use and <br />users. See the next section below for the requested adjustment to main entry location per EC <br />9.2170(4)(c)(6). <br /> <br />About 24 percent (about 21,234 square feet) of the site is landscape area, which exceeds the minimum <br />10-percent standard in the C-2 zone. The proposed transparent picket fences shown on the Site Plan are <br />located along the perimeter of the site consistent with the applicable Eugene Code standards. The <br />proposed fences are essential for security, and are proposed in the same general location as the existing <br />fences in the interior yard setbacks. <br /> <br />The garbage enclosure is covered and screened by a masonry wall consistent with EC 9.2170(9). All <br />proposed utilities are located underground. <br /> <br />There are no delivery and loading facilities within the required setback areas. The covered ambulance <br />drop-off area has a designated area on the south side of the building. There are no drive-through facilities <br />proposed. The Lot Standards at EC Table 9.2180 are not applicable. The proposed project does not <br />include the creation of a lot or parcel. <br /> <br />Based on these findings, the proposed project is consistent with the development standards. <br /> <br />(b) EC 9.6500 through EC 9.6505 Public Improvement Standards; <br /> <br />EC 9.6500 Easements <br />(1) The city may require the dedication of easements… <br />(2) Easements may be required along lot or parcel rear lines or side lines… <br /> <br />Findings: There are no public improvements proposed. The proposed project is served by all necessary <br />public facilities and services within the abutting public street rights-of-way. The Applicant does not <br />anticipate the need for additional easements. These criteria are not applicable. <br /> <br />
