Providing multiple access point to an interconnected street network is <br />considered a best practice for emergency response and hazard mitigation to allow emergency responders <br />to use the most efficient route or avoid blocked accesses. The proposed project includes access <br />connections to each of the abutting public streets. This too allows for flexible access to and from different <br />streets, thereby avoiding impediments for emergency responders. <br /> <br />The site is relatively flat and the Flood Insurance Rate Map, 41039C1136F, identifies the site as being in <br />Zone X, an area determined to be outside of the 500-year flood zone. Therefore, as a previously <br />developed site outside a flood hazard area, the proposed project does not create significant risk to public <br />health and safety because of flood hazard. <br /> <br />The existing site is entirely impervious, with a mixture of concrete and asphalt surfaces. Soil erosion is <br />addressed during construction through the City’s erosion control permitting process. Also, the attached <br />stormwater analysis demonstrates that the proposed project can meet the City’s stormwater standards. <br />There are no existing stormwater facilities. The proposed project will enhance the stormwater <br />management on the site consistent with the applicable requirements. The proposed project is consistent <br />with the criterion. <br /> <br />(8) The proposal complies with all applicable standards, including but not limited to: <br />(a) EC 9.2000 through 9.4170 regarding lot dimensions, solar standards, and density <br />requirements for the subject zone and overlay zone; <br /> <br />Findings: The site is in the C-2 zone. As noted previously, the proposed ED is being considered a <br />Hospital use, which requires the subject CUP application per EC Table 9.2160. Per EC Table 9.2170, <br />buildings in the C-2 zone have a height limit of 120-feet. The proposed building is approximately 30 feet <br />at its highest point, well below the maximum height limit. <br /> <br />The proposed project is consistent with the applicable minimum 5-foot front setback and maximum 15- <br />foot front setback. The proposed building is located near the corner of West 6th Avenue and Grant Street. <br />Per EC 9.2170(4)(c), a minimum of 25 percent of all street facing facades must be within the specified <br />maximum front yard setback. The entirety of both street facing facades are within the maximum 15-foot <br />front yard setback. The proposed parking areas are located to the rear and side of the building, not <br />between the building and the street facing facades that comply with the maximum 15-foot front yard <br />setback requirements. Except where bisected by a pedestrian walkway, all setback areas are landscaped <br />consistent with the applicable L-1 or L-2 landscape standards as shown on the Landscape Plan. <br /> <br />In addition to the setback standards in the C-2 zone, a special setback is required per the street <br />standards at EC 9.6750 and EC 9.6870 on the northeast corner of the property as shown on the Site <br />Plan. Per EC 9.6870 Street Right-of-Way Map, both West 6th and West 7th Avenues have a required
