For areas included on the city’s acknowledged Goal 5 inventory, any loss of <br />natural features shall be consistent with the acknowledged level of <br />preservation provided for the resource. <br /> <br />Findings: The site is not included on the City’s acknowledged Goal 5 inventory. Therefore, this criterion <br />does not apply. <br /> <br />(d) Street Trees. If the proposal includes removal of any street tree(s), removal of <br />those street tree(s) has been approved, or approved with conditions according to <br />the process at EC 6.305 of this code. <br /> <br />Findings: The site has frontage on 3 improved public streets. The proposed project does not include <br />street tree removals. Therefore, this criterion does not apply. <br /> <br />(6) The proposal provides adequate public facilities and services including, but not limited <br />to utilities, streets and other infrastructure. <br /> <br />Findings: Except for the limited new curb, gutters, sidewalk and landscape beds to match the existing as <br />required by current code in the locations proposed for existing driveways to be removed, the proposed <br />project does not include new streets or public improvements. As shown on the attached Existing <br />Conditions Plan, the site has adequate public facilities and services, as described below, within the <br />abutting public street rights-of-way. <br />• Water service is provided by a public water line located in the West 7th Avenue right-of-way. <br />• Stormwater drainage is provided in each right-of-way. <br />• Wastewater service is provided in the West 6th Avenue and West 7th Avenue rights-of-way. <br />There are additional infrastructure lines in the abutting rights-of-way, including natural gas, telephone, <br />and electric lines in West 6th Avenue. <br /> <br />As described previously, the proposed project has frontage on 3 public streets rights-of-way. Each of the <br />abutting public streets is improved with sidewalks, street trees, curb and gutter, and pave drive lanes. <br />There are no proposed public improvements to the existing public streets. The criterion is met. <br /> <br />(7) The proposal does not create any significant risk to public health and safety, including <br />but not limited to soil erosion and flood hazard, or an impediment to emergency <br />response. <br /> <br />Findings: The proposed project is located near the confluence of several major transportation corridors <br />that connect the larger Eugene community, including Highway 99 and River Road (north), West 11th <br />Avenue (west), Garfield and Chambers Streets (south), and West 7th Avenue (east). The site is centrally <br />located, which provides access to and from the site for employees, patients, broader community <br />members, and emergency responders.
