City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 16 of 43 <br /> <br /> <br /> <br />The site is also near major corridors that extend into other parts of Eugene, including River Road (north), <br />West 11th Avenue (west), and Chambers Street (south). West 6th and West 7th Avenues are major arterials, <br />segments of Highway 99, and each street is served by the EmX bus rapid transit line. Also, the surrounding <br />street network allows traffic to disperse and avoid congested street segments. The access to major <br />transportation corridors and an interconnected street network benefit emergency responders, who are one <br />of the intended user groups of the satellite ED. Providing multiple accesses is considered a best practice <br />for emergency response because multiple access points and an interconnected street network allow <br />emergency responders to use the most efficient route to and from the site or to avoid blocked accesses and <br />routes. The site design accommodates the anticipated emergency response vehicles with a priority <br />relocated driveway access for ambulances via Grant Street and separate ambulance and staff entrances <br />on the south façade. The site geometries otherwise accommodate on-site circulation of vehicles, service <br />vehicles, and the emergency responders. <br /> <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as needed <br />among buildings and related uses on the development site, as well as to adjacent <br />and nearby residential areas, transit stops, neighborhood activity centers, office <br />parks, and industrial parks, provided the city makes findings to demonstrate <br />consistency with constitutional requirements. “Nearby” means uses within ¼ mile <br />that can reasonably be expected to be used by pedestrians, and uses within 2 <br />miles that can reasonably be expected to be used by bicyclists. <br /> <br />Findings: As described above, the proposed use is located in a previously developed area. The abutting <br />public streets are improved with sidewalks, street trees, curbs and gutters, and paved drive lanes. All <br />necessary connections to adjacent and nearby uses are provided on these public routes in the public <br />right-of-way. Several surrounding streets have bicycle facilities and there are designated bicycle routes – <br />existing bike boulevard or proposed neighborhood greenway – on West 5th Avenue, Broadway, and <br />Grant Street. Projects listed in the Transportation System Plan (e.g., Grant Street neighborhood <br />greenway) are the responsibility of the local jurisdiction to design and construct within the public street <br />right-of-way. The Applicant understands that transportation systems development charges (SDCs) will be <br />required at the time of development, and the City may allocate those fees to public works projects in the <br />area. At this time, the proposed project does not include new public streets or City-required <br />improvements to the existing abutting public streets. <br /> <br />Consistent with EC 9.6730, on-site pedestrian circulation is provided from the main entrances to the <br />abutting streets. The on-site pedestrian walkway system extends from West 7th Avenue, West 6th Avenue <br />and Grant Street and connects to the covered main building entrance on the west facing façade, as well <br />as the employee and emergency egress entrances on the south façade. See below for the adjustment to <br />include a small portion of the public sidewalk to connect the ambulatory care and staff entrances on the <br />south façade to the on-site pedestrian walkway on the south side of the Grant Street driveway that <br />connects to the main building entrance on the west façade and the other public rights-of-way. <br />
