City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 15 of 43 <br /> <br /> <br /> <br />contained within the proposed building and other ancillary covered structures, it does not generate <br />enough traffic to require a TIA, and all site improvements will meet current code standards for <br />landscaping, thereby enhancing the visual quality of the site and neighborhood. Also, the proposed <br />building is comparable in scale and massing to adjacent development, including the existing single- <br />story restaurants and small retail establishments, as well as the former US Bank building and Kiefer KIA <br />auto dealership that have similar building footprints. . <br />• Emergency access. As noted above, the site has frontage on 3 public streets, two of which are major <br />arterials, segments of Highway 99, and served by the EmX bus rapid transit line. The interconnected <br />street network has public safety benefits. Providing multiple access points to an interconnected street <br />network is considered a best practice for emergency response and hazard mitigation to allow <br />emergency responders to use the most efficient route or avoid blocked accesses. <br />• Attractiveness and Landscaping. The proposed building and site improvements comply directly with <br />applicable land use requirements, except as proposed for the permitted adjustment review requests. <br />The proposed building enhances the surrounding area through the use of attractive, durable building <br />materials such as masonry and metal cladding. The existing mature street trees on West 6th and 7th <br />Avenue are proposed to remain. The recently adopted State’s Climate Friendly and Equitable <br />Communities (CFEC) mandated standards at EC 9.6420(4)to large parking lot areas result in extensive <br />tree planting that will provide future tree canopy coverage on the site. <br />• Security and Fencing. There is a new transparent picket fence (similar to the University of Oregon <br />practice field at the corner of East 18th Avenue and Agate Street) proposed around the periphery of the <br />property with openings for pedestrian access along West 6th Avenue, West 7th Avenue, and Grant <br />Street. The fencing is necessary for safety and security, and it enhances the working environment for <br />those on-site. <br /> <br />Based on the above findings, the building and site location and design elements provide a convenient <br />and functional environment for employees, patients, broader community members, and emergency <br />responders and improve the attractiveness of the existing site and surrounding area. Therefore, this <br />criterion is met. <br /> <br />(4) The proposal demonstrates adequate and safe circulation exists for the following: <br />(a) Vehicular access to and from the proposed site, and on-site circulation and <br />emergency response. <br /> <br />Findings: The site has adequate and safe circulation for vehicular site access, on-site circulation, and <br />emergency response. The site has frontage on and access to 3 public streets: West 6th Avenue (with one <br />existing driveway to remain), West 7th Avenue (with one existing driveway to remain), and Grant Street <br />(with one relocated driveway proposed). Overall, the project reduces the number of driveways from 9 <br />existing access points to 3 driveways, thereby improving site circulation, pedestrian safety, and <br />conformance with access management standards.
