City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 17 of 43 <br /> <br /> <br /> <br />The existing sidewalks and bicycle routes provide access to nearby residential areas, neighborhood <br />activity centers, office, and industrial parks, and transit stops. Residential areas and a City park – Martin <br />Luther King, Jr. – is about ¼ mile to the south. The site is located within a commercial activity <br />center/corridor along West 6th and 7th Avenues. Office and industrial uses are located less than ¼ mile to <br />the north and extend northward toward the railroad corridor. As noted above, Lane Transit District <br />provides EmX service on West 6th and 7th Avenues, with stops located one block to the east, west, and <br />south. Other transit service is provided on adjacent streets, including route 41 on Garfield Street, route 55 <br />on Chambers Street, and route 95 on West 6th and 7th Avenues. <br /> <br />These findings demonstrate that the site is located in a well-connected area that provides adequate and <br />safe pedestrian, bicycle, and transit circulation from the site to the adjacent and nearby uses within the <br />surrounding community. Therefore, the proposal is consistent with this criterion, and no additional <br />facilities are warranted. <br /> <br />(5) The proposal is designed and sited to minimize impacts to the natural environment by <br />addressing the following: <br />(a) Protection of Natural Features. <br />1. For areas not included on the city’s acknowledged Goal 5 inventory, the <br />preservation of the significant natural features to be the greatest degree <br />attainable or feasible, including: <br />a. Significant on-site vegetation, including rare plants (those that are <br />proposed for listing or are listed under state and federal law), and <br />native plant communities. <br />b. All documented habitat for all rare animal species (those that are <br />proposed for listing or are listed under state and federal law). <br />c. Prominent topographic features, such as ridgelines and rock outcrops. <br />d. Wetlands, intermittent and perennial stream corridors and riparian <br />areas. <br />e. Natural resource areas designated in the Metro Plan diagram as <br />“Natural Resources” and areas identified in any city-adopted natural <br />resource inventory. <br /> <br />Findings: The site is not designated in the Metro Plan Diagram as “Natural Resources.” As shown on the <br />attached existing conditions plan, the site is entirely impervious, with a mixture of concrete and asphalt <br />surfaces. There are no natural resources on-site. This criterion is not applicable. <br /> <br />2. For areas included on the city’s acknowledged Goal 5 inventory, the <br />preservation of natural features shall be consistent with the acknowledged <br />level of preservation provided for the area. <br />
