Therefore, this criterion does not apply. <br /> <br />(3) The location, design, and related features of the proposal provides a convenient and <br />functional living, working, shopping or civic environment, and is as attractive as the <br />nature of the use and its location and setting warrant. <br /> <br />Findings: The existing location and site design elements provide a convenient and functional environment <br />for living, working, and civic environment, and the proposed new building and site improvements are <br />attractive. <br /> <br />As noted above, the only existing emergency medical departments in the metropolitan area are located in <br />Springfield. Establishing a satellite emergency department in Eugene provides an essential public service <br />by improving access for Eugene residents and enhancing the overall emergency response system within <br />the City. The reduced response times and improved accessibility make the site more convenient and <br />functional for employees, potential patients, and emergency responders. <br /> <br />Furthermore, the following features of the proposed use, existing building and site contribute to a <br />convenient and functional living, working, and civic environment in west Eugene. <br />• Location and visibility. The proposed use utilizes a previously underdeveloped site that is centrally <br />located. The site is served by public streets on three sides, which provides great visibility and access. <br />The site was chosen for its central location in Eugene to best serve area residents and those in <br />westward communities such as Veneta. The surrounding transportation corridors benefit the ED <br />working environment. <br />• Vehicle access and transportation. The site has frontage on 3 public streets, two of which are major <br />arterials, segments of Highway 99, and served by the EmX bus rapid transit line. The site is also near <br />major corridors that extend into other parts of Eugene, including River Road (north), West 11th Avenue <br />(west), and Garfield and Chambers Streets (south). Also, the surrounding street network allows traffic to <br />disperse and avoid congested street segments. This well-connected central location contributes to the <br />functional working environment. <br />• Compatibility. The proposed building and site development are compatible with the adjacent uses. As <br />described above, the proposed satellite ED is located in a predominantly commercial and industrial <br />area at the intersection of several major transportation corridors. The site is adjacent to drive-thru <br />restaurants, varied retailers, car sales lots, warehousing, and industrial uses such as a school bus <br />depot, lumber mill, and ice cream manufacturer. Select operational characteristics of the proposed use <br />are similar to the adjacent uses. Several operational characteristics of the proposed use are consistent <br />with these surroundings. For example, the facility will operate 24 hours a day, which is compatible with <br />the extended or continuous hours of nearby businesses. In addition, the proposed use will be fully
