September 9, 2025 P a g e | 3 <br /> <br />The lot layout on the final plat is consistent with the approved tentative subdivision plan. This means that the <br />final plat substantially conforms to the provisions of the approved tentative subdivision. In addition, the <br />tentative subdivision application was approved with twelve (12) conditions. Compliance with the conditions of <br />approval is discussed below. <br />1. Prior to final plat approval, the applicant shall obtain a right-of-way dedication easement over <br />and across Tax Lot 18-04-04-20-00100 matching the location of Arrowsmith Street on the <br />approved site plans. <br />A DRAFT Dedication for Public Right of Way document is being submitted with the application materials for <br />City review and approval. <br />2. Prior to final plat approval, the applicant shall show reserve strips on the final plat survey at <br />the terminus of the Public Street abutting the property to the west to the satisfaction of Public <br />Works. <br />The 1.00’ reserve strip (Parcel B) is shown at the westerly terminus of Sallow Drive. <br />3. Prior to final plat approval, the applicant shall submit an updated site plan that proposes <br />different names for the proposed public streets. The proposed street names will need to be <br />approved by the Lane County Road Naming Committee. <br /> <br />An updated Final Site Plan has been submitted with application material showing new proposed street <br />names for Ryann Street, La Bola Drive, and Da Bella Drive. Street names to be approved by Lane County <br />Road Naming Committee. <br />4. Prior to final plat approval, the applicant shall submit an updated site plan depicting a design <br />for Arrowsmith Street that complies with Table 2 of the “1999 Design Standards and Guidelines <br />for Eugene Streets, Sidewalks, Bikeways, and Accessways”. <br /> <br />A detail for Arrowsmith Street showing that it complies with Table 2 of the “1999 Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways, and Accessways” is shown on the updated site plan <br />submitted with the application materials. <br />5. On the final plat, the applicant shall dedicate public slope easements for any fills or cuts that <br />extend beyond the public right-of-way. The final plat shall be consistent with the approved <br />PEPI plans. <br />There are no Public Slope Easements required, since no fill or cuts extend beyond the public right-of-way. <br />6. Prior to final plat approval, a PEPI permit shall be issued for the construction of public <br />improvements. In lieu of a PEPI permit, a bond or other financial instrument guaranteeing the <br />construction of public improvements shall be submitted by the applicant and accepted by the <br />City Engineer. <br /> <br />PEPI plans have been submitted by A&O Engineering, LLC. for City review and approval. <br /> <br />7. The applicant shall submit a street tree agreement application with a street tree plan to the <br />City Urban Forester. The applicant will be required to submit a financial guarantee ensuring <br />street trees will be planted and maintained in accordance with applicable EC 7.280 <br />requirements.
