<br /> <br /> 30 Slocum TIA April 22, 2025 <br /> DRIVEWAY SAFETY ANALYSIS <br />The applicant is proposing 1 full movement access connection to Chad Drive. The access will be <br />located at the western edge of the developed area. The access is proposed at a 30’ width with <br />one lane entering and one lane exiting. The safety evaluation considers industry standards for <br />operation, queuing, safety, and access spacing. <br /> <br />Driveway Operation <br />There are no operational standards for driveways as per the City of Eugene code. However, the <br />site access was evaluated as a Level of Service as it is an indication of safety. If there is an <br />excessive delay for vehicles entering or exiting the site, then drivers will accept shorter and <br />shorter gaps in traffic, potentially causing a safety issue. The driveway was evaluated following <br />the Highway Capacity Manual methodology for LOS. The LOS results are as follows: <br />• 2032 AM Peak Hour with Development <br />o NBLR= LOS B <br />o WBL= LOS A <br /> <br />• 2032 PM Peak Hour with Development <br />o NBLR= LOS C <br />o WBL= LOS A <br />The driveway will operate without excessive delay. There are no safety concerns with the <br />operation of the site driveway. <br /> <br /> Driveway Queuing <br />With the added trips from the full enrollment, the anticipated vehicle queue at the site access <br />is: <br />• 2032 AM Peak Hour with Development <br />o NBLR= 50 feet <br />o WBL= 50 feet <br /> <br />• 2032 PM Peak Hour with Full Enrollment <br />o NBLR= 75 feet <br />o WBL= 25 feet <br />The queuing at the site access is not anticipated to be significant. Queuing will not back up and <br />block adjacent driveways or intersections and will not cause excessive delays or operational <br />issues. <br /> <br />Driveway Safety <br />The safety of the driveway was evaluated following the industry standards evaluating crash <br />history, roadway geometry, line of sight, and turn conflicts. <br /> <br />
