30 Slocum TIA April 22, 2025
DRIVEWAY SAFETY ANALYSIS
The applicant is proposing 1 full movement access connection to Chad Drive. The access will be
located at the western edge of the developed area. The access is proposed at a 30’ width with
one lane entering and one lane exiting. The safety evaluation considers industry standards for
operation, queuing, safety, and access spacing.

Driveway Operation
There are no operational standards for driveways as per the City of Eugene code. However, the
site access was evaluated as a Level of Service as it is an indication of safety. If there is an
excessive delay for vehicles entering or exiting the site, then drivers will accept shorter and
shorter gaps in traffic, potentially causing a safety issue. The driveway was evaluated following
the Highway Capacity Manual methodology for LOS. The LOS results are as follows:
• 2032 AM Peak Hour with Development
o NBLR= LOS B
o WBL= LOS A

• 2032 PM Peak Hour with Development
o NBLR= LOS C
o WBL= LOS A
The driveway will operate without excessive delay. There are no safety concerns with the
operation of the site driveway.

Driveway Queuing
With the added trips from the full enrollment, the anticipated vehicle queue at the site access
is:
• 2032 AM Peak Hour with Development
o NBLR= 50 feet
o WBL= 50 feet

• 2032 PM Peak Hour with Full Enrollment
o NBLR= 75 feet
o WBL= 25 feet
The queuing at the site access is not anticipated to be significant. Queuing will not back up and
block adjacent driveways or intersections and will not cause excessive delays or operational
issues.

Driveway Safety
The safety of the driveway was evaluated following the industry standards evaluating crash
history, roadway geometry, line of sight, and turn conflicts.
