Summary of Shelters Operating Under Ordinance No. 20701
<br />Three shelter sites in Eugene are currently operating under Ordinance No. 20701. All three sites
<br />offer shelter with site supervision, housing-focused case management, and connection to
<br />community resources provided by a non-proϐit social service provider. The sites consistently
<br />operate at capacity with substantial waiting lists.
<br />310 Garϔield
<br />The 310 Garϐield Street site opened on October 4, 2021. The site accommodates up to 55 vehicles
<br />used for shelter, along with additional vehicles used by the residents for transportation. St. Vincent
<br />de Paul Society of Lane County (SVdP) operates the site. The site work required to complete this
<br />project included adding perimeter fencing, electrical service created, emergency access, heating in
<br />common areas, gravel, ϐire detection, lighting (hardwired and solar), and wastewater service
<br />including RV wastewater receiving area.
<br />Total Capacity: 55 vehicles
<br />Format: Vehicle site with spaces for occupants living in recreational vehicles (RVs) or in cars,
<br />and passenger vehicles used for commuting to work and other needs.
<br />Features/Services: Communal restrooms, showers, laundry vouchers/service, heated
<br />common areas with kitchen, service provider visits, personal property storage, pets allowed,
<br />veterinary service vouchers or clinics, haircut clinics, full time on-site staff, WiFi, and
<br />housing-focused case management.
<br />Funding Sources Since Site Opened: Pass through state ARPA from Lane County (currently);
<br />City general fund enabled by ARPA (previously).
<br />410 Garϔield
<br />The 410 Garϐield Street site opened on February 22, 2022. The site has spaces for up to 86 tents
<br />with an additional six Conestoga huts outside for individuals with pets. SVdP operates the site. The
<br />site work required to complete this project included adding perimeter fencing, electrical service
<br />upgrades, emergency access, heating, gravel, ϐire suppression, lighting, and wastewater service
<br />improvements. City staff also procured a shower trailer for shelter residents and individual items
<br />such as tents, sleeping bags, storage totes, and pads in collaboration with SVdP.
<br />Capacity: 92 spaces (currently); 86 spaces (at opening)
<br />Format: Building with 86 individual tents, 6 outside Conestoga huts for pet owners
<br />Features/Services: Communal restrooms, showers, laundry vouchers/service, heated
<br />common area, one meal provided per day, service provider visits, personal property storage,
<br />pets allowed (limited), veterinary service vouchers or clinics, haircut clinics, full time on-site
<br />staff, WiFi, and housing-focused case management.
<br />Funding Sources Since Opening: State All In (currently); City general fund enabled by ARPA
<br />and other State funds (previously).
<br />Tom Campbell at Chase Commons Park
<br />The site at 175 Commons Drive opened in March 2023. The site has 20 pallet shelters inside a
<br />fenced, privacy-screened area on a section of undeveloped City park land. This site is exclusively
<br />for clients with special medical needs and entry is by medical referral only. It is operated by Carry
