Although this condition does not apply to this phase, Public Works staff indicates that the additional <br />right-of-way to construct the two new travel lanes has been previously dedicated. <br />13. The applicant proposes left-in, right-in, right-out operation of private driveways with <br />median channelization on Crescent Avenue. The applicant shall submit a queuing <br />analysis to ensure the median treatments and driveway spacing provides sufficient <br />storage for anticipated queues without spill-back blocking traffic lanes or adjacent <br />driveway ingress and egress. <br />This condition is not applicable to this phase of development. <br />14. The location of the driveway in Block A onto Crescent Avenue shall be relocated to <br />align with the first driveway on the south side of Crescent Avenue, east of the proposed <br />location. <br />This condition is not applicable to this phase of development. <br />15. All public improvements shall be designed and constructed in accordance with adopted <br />plans and policies, the procedures specified in Chapter 7 of this code, and standards <br />and specifications adopted pursuant to Chapter 7 of this code. <br />Public Works staff indicates that the related PEPI permits for the public improvements were <br />reviewed consistent with this condition. <br />16. Public wastewater facilities shall be located within public rights of way or public utility <br />easements. Public utility easements shall be a minimum of 14 feet wide. The final PUD <br />drawings shall clearly identify which facilities are private and which are public. <br />Public Works staff indicates that the PEPI and PUD plans are consistent with this condition. <br />Schematic utility plans are included in the Final PUD plan set (Sheet C 3.0), which illustrate that <br />constructed wastewater improvements can be utilized. Public Works staff concurs with this <br />submittal on a conceptual basis and note that wastewater service will be evaluated for plumbing <br />code compliance during the building permit phase. <br />17. Driveways onto public streets shall not be curb return types. A standard apron design <br />may be used or the applicant may propose a modified apron design for review at the <br />time of PEPI and final PUD submittal. <br />The final site plans show standard apron designs for the driveways onto public streets, consistent <br />with this condition. <br />18. An approved street tree plan and a financial guarantee that the street trees will be <br />planted in accordance with requirements in Eugene Code 7.280, will be required by the <br />Urban Forester during the street dedication process. <br />Public Works staff indicates that consistent with this condition, an approved street tree plan and <br />financial guarantee were provided as part of the related final subdivision (SF 04-24). <br />Crescent Village Phase 3 (PDF 07-1 & ARA 07-1) June 2007 Page 5
