15. All public improvements shall be designed and constructed in accordance with adopted <br />plans and policies, the procedures specified in Chapter 7 of this code, and standards and <br />specifications adopted pursuant to Chapter 7 of this code. <br />Consistent with the condition, any public improvements associated with this modification shall be <br />constructed in accordance with the City's adopted plans, policies, procedures, standards and <br />specifications. Public Works staff notes that the proposed utility plans and private improvements, <br />including private easements and size of pipe, are conceptual and will be subject to compliance with <br />applicable standards when reviewed with subsequent development permits. <br />16. Public wastewater facilities shall be located within public rights of way or public utility <br />easements. Public utility easements shall be a minimum of 14 feet wide. The final PUD <br />drawings shall clearly identify which facilities are private and which are public. <br />Consistent with this condition, public wastewater facilities are shown to be located in the public right- <br />of-way or public utility easements. <br />17. Driveways onto public streets shall not be curb return types. A standard apron design may <br />be used or the applicant may propose a modified apron design for review at the time of <br />PEPI and final PUD submittal. <br />No new driveways onto public ways are proposed as part of this modification. The shared private <br />driveways off Kipling Way and Longfellow Place, which were approved as part of the final PUD, will be <br />reviewed for consistency with this condition at the time of building permit. <br />18. An approved street tree plan and a financial guarantee that the street trees will be planted <br />in accordance with requirements in Eugene Code 7.280, will be required by the Urban <br />Forester during the street dedication process. <br />As noted by the applicant, consistent with this condition, a street tree plan was previously obtained <br />and a bond is in place to ensure that the street tree plan is implemented as construction occurs. <br />19. Sidewalk location and design details shall be reviewed and approved by Public Works staff <br />during the construction permitting process with the intent of maximizing setback sidewalk <br />use in residential areas. Sidewalks adjacent to developed properties, common areas, and <br />unbuildable areas shall be designed and constructed during the PEPI process. Sidewalks <br />along existing Crescent Avenue may be meandered to accommodate berms and <br />landscaping, but must be placed within the existing right-of-way. <br />Sidewalk construction along Tracts A and B were included in the scope of the related PEPI, consistent <br />with this condition. Sidewalk construction along each lot consistent with this condition will be <br />required as part of the building permit approval for each unit. <br />20. Stormwater drainage facilities within the development site shall be sized and constructed in <br />accordance with Chapter 7 of the Eugene Code. Detailed analysis and design studies will be <br />required during the PEPI review, the approved system capacity and design shall be <br />Crescent Village Phase 1 (MDA 12-3) September 2012 Page 7
