required between sanitary service lines and water service lines where they are parallel. EWEB advises <br />the applicant to contact the Fire Marshal for fire flow requirements and fire hydrant locations. <br />In regards to EC 9.6505(2), the applicant is proposing to connect to the existing public wastewater <br />system within Crescent Avenue. Public Works staff indicates that this proposal is acceptable on a <br />conceptual level, as the existing public wastewater system is sufficiently sized to serve the <br />development area. The size and location of the system will be reviewed and approved during the PEPI <br />process. <br />Although the applicant indicates that wastewater facilities will be provided and dedicated to the public, <br />the PUD site plans do not identify which facilities will be private or public. With the exception of <br />private connections, private facilities are not permitted within public rights-of-ways or public utility <br />easements. Public wastewater facilities shall be located within public rights-of-way or public utility <br />easements as necessary to ensure that public wastewater is provided for each lot and public <br />maintenance crews can access the facilities. <br />In regards to EC 9.6505(3), improvements to streets are primarily evaluated under EC 9.6805 and EC <br />9.6870; those findings are incorporated here by reference. Specific public improvement design details <br />such as the bollards, the proposed intersection bulb-outs, the temporary emergency turn-arounds, and <br />the use of concrete pavers are discussed below. <br />Although the applicant has not provided specific design details, they have suggested that they will be <br />separating the walk areas from the street area by using bollards. The city does not have a specific <br />design for decorative bollards. An approved removable bollard is available and details are found in <br />APWA Standard Specifications Drawing E-7. As indicated above, if the applicant chooses the non- <br />standard bollard, design and construction details shall be approved through the privately engineered <br />public improvement process and applicant shall be responsible for privately maintaining the non- <br />standard bollards. <br />The proposed design of the stormwater facilities at intersection bulb-outs does not promote safe and <br />efficient maintenance activities. Maintenance crews will need to close down or block access to the <br />street in order to maintain the catch basins. Therefore, the catch basins shall be placed in locations that <br />have minimal impact to traffic when serviced by vactor equipment. The location of the catch basins <br />shall be determined during the PEPI process. <br />The emergency turn-arounds shown on sheet PLO do not meet city design standards. The applicant <br />shall construct hammerhead turn-arounds consistent with APWA Construction Drawings E-27 (A, B, <br />Q. The emergency loop at the end of Shadow View Drive shall provide an interior radius no less <br />than 30 feet. The reverse curve leading into the 30 foot radius shall provide adequate maneuverability <br />for standard street sweeping equipment. <br />Although the applicant has not provided specific design details, Public Works staff notes that the <br />proposed decorative pavers at the north end of Shadow View Drive are problematic for street <br />maintenance activities, as they require additional maintenance. Public Works staff recommends that <br />the consider utilizing stamped concrete rather than individual pavers. Final design and construction <br />details shall be approved through the privately engineered public improvement process. <br />Public Works staff indicates that all driveways onto public streets must be an apron design and not a curb <br />return type. <br />Staff Report for Crescent Village PUD (PDT 04-1) April 19, 2004 Page 27 of 54
