_____________________________________________________________________________________ <br /> <br />Staff Report | Braewood Hills 3rd Addition (PDT 24-1 & ST 24-3) <br />Staff notes that an Engineering and Construction agreement is required for the private <br />construction of public improvements and the agreement must be submitted when the <br />construction plans are submitted for review and approval as part of the PEPI permit process. <br />The configuration and size of the public improvements will further be subject to approval by the <br />City Engineer upon review of the design and supporting analysis prepared by the applicant’s <br />engineer. This review as part of the PEPI permit process ensures that the public improvements <br />are designed to applicable City standards prior to construction. <br /> <br />EC 9.6505(1) Water Supply: Water service for the proposed development must be provided in <br />accordance with Eugene Water and Electric Board (EWEB) policies and procedures. EWEB <br />referral comments confirm an existing water main within Randy Lane can provide water service <br />to the development. <br /> <br />Related informational items regarding the extension of necessary services to the proposed <br />development are included in EWEB’s referral, which is provided as Attachment D of this staff <br />report. In order to ensure compliance with this standard the following condition of approval is <br />also warranted: <br /> <br />11. Prior to final plat approval, the applicant shall provide documentation that EWEB has <br />received a financial guarantee, ensuring water will be provided to each lot in the plat. <br /> <br />EC 9.6505(2) Sewage: This standard requires all developments to be served by wastewater <br />sewage systems of the city, in compliance with the provisions of EC Chapter 6. In order to <br />provide service to each of the lots, the applicant is proposing to extend the 8-inch wastewater <br />line that is located at the intersection of Randy Lane and Blacktail Drive, within the proposed <br />private street and in the proposed private utility easements. The public portions of the <br />proposed wastewater system will also be required to be located within a PUE or public <br />wastewater easement, as discussed above. <br /> <br />As depicted on the applicant’s site plan, service to Lots 1-37 will be provided by the extension <br />of the public wastewater system, or the existing public wastewater system in Hawkins Lane and <br />Randy Lane. Lot 39 would receive wastewater service by the existing public mainline that runs <br />through the northern portion of Lot 39. However, Lot 38 is currently depicted as not having <br />wastewater service as no service line is proposed to be extended to Lot 38 and it does not front <br />an existing public system. Based on the above findings, the following condition is warranted: <br /> <br />12. Prior to final PUD approval, the applicant shall submit an updated site plan the depicts <br />wastewater service to Lot 38. <br /> <br />Per the City of Eugene’s 2020 Wastewater Master Plan, the proposed PUD is not subject to a <br />mapped capital project improvement or a Wastewater System Rehabilitation Program. During <br />the PEPI permit process for the construction of the public wastewater system, the applicant’s <br />engineer will need to submit a Wastewater Study (PIDS Chapter 2.08 (A)).
