efficient use of LTD's financial resources and to implement regional priorities that <br />anticipate the need for public transportation in the future. The CIP supports the <br />collaborative efforts of the local and regional transportation plans. <br />Among projects in the 2021-2030 CIP, those with a direct impact on the River Road <br />corridor and that have identified funding include MovingAhead, Santa Clara Transit <br />Station, and the Frequent Transit Network safety and enhancement projects. <br />Roadway, Bicycle and Pedestrian Improvements <br />The City of Eugene and Lane County are the authorities responsible for improvements to <br />roadways and bike and pedestrian facilities within the public right of way along River <br />Road. <br />Corridor Study Multimodal Assessment Recommendations <br />As part of the River Road Corridor Study, a high-level assessment of multimodal <br />connections throughout River Road and Santa Clara neighborhoods was done, resulting in <br />various improvement recommendations. These include projects and operations changes that <br />could increase safety and connectivity with neighborhoods along side streets, to and <br />across River Road, and between River Road and the West Bank Path near the Willamette <br />River. These recommendations work in concert with the goals and policies established in <br />other planning efforts. Some are currently proposed as part of existing projects, such as <br />the Transportation System Plan and Capital Improvement Program. <br />See the Multimodal Recommendations section for the range of recommendations and the <br />Multimodal Assessment technical memorandum in Appendix C for location -specific <br />recommendations. <br />Eugene Transportation System Plan <br />Eugene's 2035 Transportation System Plan (TSP) establishes a system of transportation <br />facilities and services that will serve the needs of Eugene residents, businesses, and visitors <br />over the next 20 years, consistent with Eugene's adopted comprehensive land use plan. <br />Both plans promote compact urban development, enhanced neighborhood livability, <br />ample economic opportunities, efficient transportation options, and the means to <br />implement the plans in an adaptable, flexible, and collaborative manner. By articulating <br />policies, priorities, and providing a list of construction projects and programs, the 2035 <br />TSP ensures that Eugene's transportation system meets the community's needs, <br />communicates the City's aspirations, and conforms to state and regional policies. <br />The 2035 TSP helps future decision making by providing: <br />• Solutions to address existing and future transportation needs for biking, walking, <br />using transit, driving, freight, and rail; <br />• A blueprint for investments in transportation projects and programs that provide <br />"complete streets" and improved safety and access for all travelers, reduce the <br />community's contribution to climate change, and improve community resilience in the <br />face of unforeseen changes and an unpredictable future; <br />• A tool for coordination with regional and local agencies and governments; <br />RIVER ROAD CORRIDOR STUDY <br />128 <br />
