• Information to ensure prudent land use and transportation choices; <br />• Order of magnitude cost estimates for improvements needed to support economic <br />development and growth, and possible sources of funding these improvements; <br />• Function, capacity and location of future streets, sidewalks, bikeways, high-capacity <br />transit, and other transportation facilities; and <br />• Potential programs to help improve opportunities to travel by walking, bicycling <br />and transit in the future. <br />The TSP highlights that the City's transportation systems should be designed with an <br />emphasis on active transportation - operated with the needs and safety of all travelers in <br />mind, including people of all ages and abilities, especially the most vulnerable, who are <br />walking, driving, bicycling, using transit, or traveling with mobility aids, some out of <br />necessity. Toward this end, the 2035 TSP includes a "Complete Streets" policy that will <br />affect how all streets will be planned and maintained in the future. By making streets <br />more inviting to pedestrians and bicyclists, especially for short trips, the City will gain <br />more efficient use of limited available space within the street rights-of-way, provide a <br />healthier environment in neighborhoods, and support the higher density, mixed-use Key <br />Corridors, including River Road. <br />The TSP River Road projects reflected in the City's current priorities for implementation in <br />the next 20 years (up to the year 2035) include: <br />• Improve frequent transit service and multimodal travel along River Road <br />• Future Santa Clara Community Transit Center: new transfer station at River Road <br />and Hunsaker Lane to facilitate bus transfers, park and ride, bike parking <br />• Complete Street Upgrades of Existing Streets (Hunsaker Lane/Beaver Street <br />consistent with major collector/urban collector standards — this project is currently <br />partially funded) <br />• Protected bike lane (River Road Division Ave to Northwest Expressway) <br />• Several sidewalk projects <br />A combination of federal, state, county, city, and private funds have traditionally <br />supported transportation capital improvements. While this remains the case, the funding <br />arrangements at both the state and national levels are less predictable than in the past. <br />Given funding uncertainties, it is nearly impossible to forecast accurately how much <br />funding is likely to be available for transportation investments over the 20 -year life of this <br />plan. In this context of future uncertainties, Eugene's 2035 TSP provides a prudent list of <br />construction projects, emphasis on lower cost methods of improving personal mobility within <br />the City, and increased reliance on technologies that will improve the efficiencies of the <br />City's streets. <br />City of Eugene Capital Improvement Program <br />The Capital Improvement Program (CIP) forecasts the City of Eugene's capital needs over <br />a six-year period based on various City -adopted long-range plans, goals and policies. <br />Capital projects are generally large-scale endeavors in terms of cost, size and benefit to <br />the community.
