• Waive System Development Charges (SDC). The City could waive SDCs for <br />particular development types in targeted areas. However, waiving the charge can <br />lead to future funding problems. SDCs cover the cost of expanding infrastructure <br />systems. If the City waives SDCs, it may lack adequate funds when that <br />infrastructure needs to be improved. The City can use other funding sources, such as <br />the General Fund, to cover SDCs (as opposed to completely waiving them). The <br />City is technically able to do this, but competing demands for those funds make it <br />unlikely. <br />• Waive other City -imposed fees. To encourage development in specific areas, the <br />City could lower or waive fees for annexation, land division, and building permits. <br />As with waiving SDCs, this can create funding gaps for the obligations that the fees <br />fund. <br />MULTIMODAL IMPROVEMENTS <br />Transit Improvements <br />Lane Transit District is the transit service provider for the community and will be <br />responsible for implementing short-, medium- and long-term transit improvements. In the <br />short-term, decision-making for the MovingAhead project will provide the guiding <br />planning direction and vision for transit investments in the River Road corridor and the <br />larger Eugene community. LTD's Community Investment Plan is the mechanism through which <br />transit investments are programmed into a longer-term financial plan. <br />MovingAhead <br />LTD and the City are jointly conducting the MovingAhead project to facilitate a more <br />streamlined and cost-efficient process through concurrent planning, environmental review, <br />and design and construction of multiple corridors. MovingAhead builds upon adopted <br />transportation and land use plans including the EmX System Plan, LTD's Long -Range Transit <br />Plan and the Frequent Transit Network, the Eugene 2035 Transportation System Plan, <br />Envision Eugene, and the Central Lane Metropolitan Planning Organization Regional <br />Transportation Plan. The Alternatives Analysis process was a key step in the planning <br />process. <br />The next step for the project will be for the LTD Board of Directors and Eugene City <br />Council to select a locally preferred alternative (LPA) package on transit, walking and <br />biking investments along these corridors that can be funded and built over the next 10 <br />years. Once an LPA has been selected, a funding plan will be developed and the project <br />will move into project development, including development of more detailed designs. <br />Lane Transit District Community Investment Plan <br />The Community Investment Plan (CIP) is a 1 0 -year framework that provides direction and <br />guidance for LTD's capital and other investments. Annual revisions of the CIP are <br />developed with input from riders, community partners, and the general public. The CIP <br />prioritizes resources to achieve improvements in the context of the District's long-term <br />transportation and livability goals.
