Therearenositingrequirementsfor <br />theproposed R-2orGOzoning. Staffalsonotesthattheapplicantproposes toretainthe /WR <br />overlay. <br />1) C-1Neighborhood Commercial. <br />a) NewC-1zonesshallbelocated withinconvenientwalkingor <br />bicycling distance ofanadequate supportpopulation. FornewC-1 <br />areas between4½ and5acres, anadequate supportpopulationis <br />4,000people (existing orplanned) withinanareaconveniently <br />accessible tothesite. <br />Theareaproposed forC-1, Neighborhoodcommercial isabout 1.5acres. Whilenoanalysisofthe <br />support population isprovided, theareasurrounding thesubjectproperty isdeveloped with <br />medium densityresidential andsinglefamilyresidential areastothenorth, southandeast. <br />Analysis bystaffindicates thatthereareapproximately700singlefamilydwellings withina <br />quartermileofthesitewithin convenient walkingdistance. Thenumberofdwellings within <br />convenient bicyclingdistancewouldbemanymore. Thenearestcommercial areatootherwise <br />servethisareaisoveramile awayonRiverRoadoronHighway99. <br />ItisimportanttonotethatC-1istypicallyappliedtositeswhichareplanned fornon-commercial <br />use, suchasresidential. Thisstandardattemptstoensurethatthelocationinquestionhasthe <br />supportingpopulationtosupport commercial activitythatotherwise, wasnotanticipated. Inthis <br />casethatdeterminationhasalreadybeenmadewhenthesitewasdesignatedascommercial. <br />Presumably, thecitycouncilagreedthatthesurroundingpopulation couldsupport commercial <br />usesinthisareawhen theydesignatedthesiteascommercial. Giventhesecircumstances, staff <br />concludes thattheproposedC-1zoningisconsistent withthisrequirement. <br />Basedonthese findings, theC-1zoneappearstomeetthisrequirement. <br />b) NewC-1areaslargerthan1.5acresshallbelocated onacollector <br />orarterialstreet. <br />TheC-1areaislocatedonMaxwellRoadwhichisclassifiedasaminorarterial.
