2. Recommenddevelopment ofmedium-densityhousing, whilemaintainingnatural <br />features, forneighborhood parkandopen spacethroughuseofclustering andsite <br />review. <br />Theproposal includeszoningformedium-densityhousing whilemaintaining the /WRWater <br />Resourceoverlay whichprovidessetbackandprotectivestandardstoensureprotectionofthe <br />naturalfeaturesasopenspaceonthesite. WhileparklandownedbytheCityofEugeneis <br />locatedjustsouthofthesiteitisnotpartofthedevelopment site. <br />3. Concentratemedium-densitydevelopment aroundthecommercial node, witha <br />transitiontolow-density, particularly atthenorthern andsouthernboundary ofthe <br />subarea. <br />Consistentwiththisrecommendation theproposalimplementsthelandusedesignations which <br />includemediumdensityzoningaroundthecommercialzoning. Thisdevelopmentislocated in <br />themiddleofthesubareaanddoesnotabutlow-densityareaswhicharefound further tothe <br />south. <br />5. Maintaincurrent commercialdesignation tothenorthofthelinewhichwouldbe <br />HowardAvenueifeverextendedwesterly. Onlycommercialdevelopmentmaking <br />unifieduseoffiveormoreacresshallbeallowed inthearea. <br />Thisrecommendation helps define theboundary ofthecommercial areaandmediumdensity <br />area. Consistentwiththisrecommendation, theproposalprovidesmediumdensity zoning <br />southofHowardAvenue (ifitwereextended), andcommercial zoning (GO) northofHoward <br />Avenue. The commercial areaproposed isover9acres, consistent withthispolicy. <br />Based on thefindings above, with theaddition ofthe /SR overlay ontheC-1andGOzoned <br />areas, thiscriterionismet. <br />EC9.8865(3): Theuses anddensity thatwillbeallowedbytheproposedzoninginthe <br />location oftheproposedchangecanbeservedthroughtheorderlyextensionofkey <br />urbanfacilities andservices. <br />Key urban facilities andservices aredefinedintheMetroPlanas: wastewater service, <br />stormwaterservice, transportation, waterservice, fire andemergency medicalservices, police <br />protection, City-wideparks andrecreation programs, electric service, land use controls, <br />communication facilities, and publicschools onadistrict-widebasis (seeMetroPlan page V-3). <br />Asconfirmed by referralcomments fromPublic Worksand Lane Countystaffwhich are <br />included inthe file, theminimum level ofkeyurban facilities and services arecurrently <br />available. <br />Asconfirmed in therecent annexation (seeCityFileA 13-3) and referralcomments includedin <br />the file, the proposed change canbe servedthrough the orderly extension of keyurban <br />Pennington Family Trust January 2014 7 <br />Z 13-13) <br />HOAgenda - Page7 <br />276
