Theadditionofthe /SRoverlayisalsoconsistentwithprior zonechangeapprovals <br />for commercial properties inthe River Road-Santa Claraareasubject to thesesamepolicies. <br />Thesuggested action 2.1following this policy suggests that theapplication ofthesitereviewis <br />intended to ensure compatibilitywithsurrounding residential neighborhoods. In this instance, the <br />applicant is requesting the C-1 zoningwhichis not adjacent toanyresidential zone, andthe GO <br />general office zonewhich is intendedasa transitionzone adjacentto the medium density <br />residential zoning. Whilethe applicant does notaddress it, staffnotes thatthe policyismandatory <br />inthis instance and theaddition ofthe /SR overlay on the twocommercial zones (C-1 andGO)is <br />therefore requiredto ensureconsistency. <br />Policy6.0 <br />New neighborhoodcommercial usesshallbe located awayfrom RiverRoad in locations <br />thatfacilitate theprovision of commercialfacilities scaled to aresidential area andthat <br />allow for dispersal of commercial uses throughout River Road Santa Clara. <br />Theapplicant’s proposal is consistent with thispolicy inthatthe commercialarea isdispersed <br />andlocated awayfrom RiverRoad. Thispolicy also suggests thatamore neighborhood scale <br />commercialdevelopmentisappropriate forthese locations. The applicant’sproposal to provide <br />acombination ofC-1Neighborhood Commercial andGO General Office zoningisconsistent <br />with thispolicy. <br />Policy7.0 <br />Ensure compatibility between neighborhoodcommercialdevelopmentsand surrounding <br />residential area by identifying andapplying siting and developmentstandards. <br />Asnotedabove, inthis instance the proposed neighborhood commercial element willbe <br />surrounded byrightof way andother commercial zonesi.e. GOzoning. C-1 sitingstandardsare <br />included in thecode and areaddressed below atEC9.8865(4). Future neighborhood <br />commercial uses willbe subjectto commercialdevelopment standards starting at EC 9.2170at <br />thetime ofbuildingpermit, consistent with thispolicy. <br />Land Use Regions andSubareas <br />e. Maxwell/Park AvenueSubarea <br />The subareacontains adescriptionof thearea as well asa land usediagram andaccompanying <br />recommendations (page 2-28). Consistent withthe (RRSC Plan) land usediagram, the subarea <br />diagram alsodesignates thesubjectpropertyfor commercialon thenorth andmedium density <br />residential tothe south. Additionally, the three recommendations below also appearrelevant <br />tothe proposal.
