The final landscape plan shall be certified by the landscape architect as meeting these <br />requirements and show the location and species of existing trees and new screening <br />trees to be planted on the development site or adjoining properties (in accordance with <br />property owner responses) and contain the following notes: <br />New trees to be planted on the development site shall be evergreen and shall <br />be a minimum height of 10 feet at time of planting. <br />The proposed trees shall be planted in close proximity to the adjoining <br />property line in a location mutually agreed by the Neighborhood Assembly <br />of God and each adjoining property owner, and must be located outside any <br />easements. <br />The plantings must be inspected and approved prior to the City granting <br />final approval of the building permit. <br />Watering and general maintenance of replacement trees, new vegetation, and <br />other screening on the subject property shall be conducted by the owner or lessee <br />of the subject property in a manner that ensures establishment and long-term <br />survival. Maintenance of any screening located on the adjoining properties shall <br />be the responsibility of the owners of those properties. <br />The cost of the landscape architect and initial implementation of the screening <br />plan shall be the responsibility of the applicant. <br />Compliance with this condition of approval shall be demonstrated prior to issuance <br />of building permits for construction of the proposed tower. <br />5. At no time shall the telecommunications facilities be allowed to operate at a level <br />exceeding 45dBA at the property lines, in accordance with EC 9.5750(7)(f). <br />6. Upon construction, but prior to commencement of the telecommunications use, the <br />applicant shall provide an analysis and documentation from a licensed acoustical engineer <br />confirming that noise generated from the ancillary facilities is in compliance with the <br />45dBa limitation. The analysis shall include evidence of on-site sound measurements at the <br />receiving property lines and demonstrate that the testing verifies the maximum possible <br />noise levels that would be generated at full operation (conditioning units, etc.). <br />7.
