conformance with the approved final site plans and related conditions of approval. The <br />facility shall also be inspected by City stafffor compliance. <br />3. The proposed telecommunication facility landscaping shall be installed prior to final City <br />inspection and commencement of the use, including at least 6 evergreen trees 20 feet tall <br />at the time of planting as represented on the applicant's revised site plans. All other required <br />landscaping around the perimeter of the tower and ancillary equipment shall comply with <br />the minimum 6-foot height at the time of planting. All required landscaping shall be <br />maintained (and replaced if necessary) so long as the approved facility remains in <br />operation. <br />4. The applicant shall engage an Oregon licensed landscape architect firm, to develop a <br />comprehensive screening plan to be incorporated into the final landscape plan that <br />provides additional screening trees along the property boundary and adjacent property <br />owners. The comprehensive screening plan will take into account the Neighborhood <br />Assembly of God's need to retain solar access for the community garden area, pedestrian <br />and vehicular circulation and access, as well as the views of the tower from the homes <br />and yards of four adjoining properties to the north of the tower (Tax Lots 2500, 2304, <br />2305 and 2306), four adjoining properties to the west of the tower (Tax Lots 110, 304, <br />303 and 302) and three adjoining properties to the east (Tax Lots 2700, 2900 and 3000) as <br />identified on Attachment D. The landscape architect shall work directly with the <br />landowners of these adjoining properties to design a screening plan that provides <br />additional screening from the tower. The screening may be located on the subject <br />property if possible, or the property of the adjoining owners (with their consent). <br />The applicant shall mail a certified letter describing this requirement and requesting an <br />opportunity to work with the identified adjoining owners to provide additional <br />screening for the tower and note that the property owner has 30 days from receipt of <br />the letter to respond. The applicant shall only be required to provide a maximum of <br />two (2) evergreen trees planted along each adjoining property line or on the owner's <br />property of each of the adjoining property owners that respond to the request within <br />30 days and request the additional screening trees.
