property values are a feature of a neighborhood. Rising or declining property values might be the <br />consequence of desirable features or a lack thereof, but they are not feature themselves. This <br />argument does not provide a basis for denying the application. <br />The applicant has satisfied all the applicable approval criteria for a conditional use permit. <br />DECISION <br />For all the reasons set forth above, the Hearings Official APPROVES the conditional use <br />permit to construct a 75-foot mono-pine telecommunications tower, subject to the following <br />conditions of approval: <br />CONDITIONS OF APPROVAL <br />1. The approved telecommunications facility shall be constructed in conformance with the <br />applicant's approved site plans, elevations, graphic simulations and all other specific <br />submitted evidence provided in the record that represents height, dimensions, colors, <br />textures and materials used for the "stealth" mono-pine design, and including fencing and <br />landscaping and the use of ancillary facility building, and shall include all submitted <br />supporting revised reports, analysis and letters including (in the case of multiple <br />submissions of revised documents, the latest dated documents shall be the controlling <br />document): <br />Non-ionizing Electro Magnetic Exposure Analysis and Engineering Certificate by <br />Hatfield & Dawson Consulting Electrical Engineers <br />Acoustic Report by SSA Acoustics <br />Structural Design Report by Sabre Industries <br />Letter from RF Engineer Eratz Islam <br />The mono-pine tower shall be constructed with the same materials as the sample tree <br />branch and bark display as shown at the public hearing. This also includes a branch density <br />of a minimum of four branches per lineal foot and branches that protrude beyond the <br />antenna array panels as indicated in the applicant's public hearing presentation, and the use <br />of "camouflage socks" for the purpose of obscuring views of the proposed 12-panel <br />antenna array. <br />2. Upon construction, but prior to commencement of the telecommunications use, the <br />applicant shall provide documentation including photographs, manufacturer specifications <br />of the custom mono-pine tower and related ancillary facilities, as necessary to verify <br />Hearings Official Decision (CU 14-4) 17 <br />262
