EC 9.8320(15): For property with the /SR Site Review Overlay Zone, the PUD complies <br />with any additional site-specific criteria that were specified at the time the /SR <br />designation was applied to the property. <br />The specific factors identified at the time of the /SR Site Review overlay (Z 96-10) are noted <br />below. By addressing other largely redundant (or more stringent) PUD approval criteria, the <br />applicant has also adequately addressed these factors to the extent they are applicable. <br />1. Compatibility with the surroundings, particularly when residential in character. This <br />factor shall not take precedence over the need to provide housing for all income groups <br />in the City. <br />As discussed under at EC 9.8320(3) and EC 9.8320(12), the above consideration is met. <br />2. Safe efficient ingress and egress. <br />The above consideration was attached to the site when the area was not fully developed. As <br />the subject property is surrounded by development, and already shares an existing access with <br />the facility to the south, the above consideration has been met. <br />Based on the above findings, the proposal complies with EC 9.8320(15). <br />Staff Recommendation <br />Based on the available information and materials, and the findings and conditions of approval <br />contained in this report, staff recommends that the Hearings Official grant Tentative PUD <br />approval subject to the following conditions of approval. <br />Conditions of Approval <br />1. Prior to final PUD submittal the applicant will mail each of the property owners whose <br />properties face the second story windows a letter offering to plant a tree of the owners <br />choice, for a screening function, on the portion of the property abutting the subject site. <br />The letter will contain the contact information of the applicant, the name and contact <br />information of the City staff preparing this staff report, and a deadline of no less than <br />fourteen (14) days from mailing to reply. Prior to final PUD approval, the applicant will <br />submit proof of the mailing and a memo that addresses any response, or lack thereof, <br />received to the letter offering a tree. <br />2. The applicant will not alter the landscaping plan in away which reduces the total <br />number of trees proposed on the site plan sheet titled Landscape Plan (sheet 17). <br />3. The applicant will provide two additional bicycle parking spaces on the final PUD site <br />plans in compliance with EC 9.6105 Bicycle Parking Standards. <br />McKenzie Living Staff Report May 2016 17 <br />HO Agenda - Page 50 <br />200
