noncompliance and otherwise finds that the applicable development standards will be met. <br />EC 9.8320(11): The proposed development shall have minimal off-site impacts, including <br />impacts such as traffic, noise, stormwater runoff and environmental quality. <br />Traffic -The development will have minimal off-site traffic impacts per the findings provided <br />previously at EC 9.8230(5)(c), incorporated herein by reference. <br />Noise - Considering the residential nature of the site, it is unlikely that noise will have an <br />impact on surrounding properties. <br />Stormwater- Off-site impacts related to stormwater runoff are addressed as part of the <br />applicant's proposed stormwater collection, conveyance, and treatment system, as discussed <br />previously at criterion (10)(j) and incorporated herein by reference. <br />Environmental Quality - There are no significant habitat or natural resources on the subject <br />site, so impacts to environmental quality are not expected. <br />Based on the above findings, the proposal complies with EC 9.8320(11). <br />EC 9.8320(12): The proposed development shall be reasonably compatible and <br />harmonious with adjacent and nearby land uses. <br />The available information, including the applicant's site plans, elevation drawings and written <br />statement, as well as the findings and conclusions noted elsewhere in this report, demonstrate <br />the proposed project will be reasonably compatible and harmonious with adjacent and nearby <br />land uses. <br />Staff finds that developing the site will allow for a more harmonious appearance of the area <br />and will eliminate the out of place vacant lot. As mentioned above at EC 9.8320(2) the subject <br />site, when developed, will also provide a transition between potentially incompatible uses. <br />Based on the above findings, the proposal complies with EC 9.8320(12). <br />EC 9.8320(13): If the tentative PUD application proposes a land division, nothing in the <br />approval of the tentative application exempts future land divisions from compliance with <br />state or local surveying requirements. <br />This criterion does not apply as the project does not propose a land division. <br />EC 9.8320(14): If the proposed PUD is located within a special area zone, the applicant <br />shall demonstrate that the proposal is consistent with the purpose(s) of the special area <br />zone. <br />This criterion is not applicable as the subject property is not located within a special area zone. <br />McKenzie Living Staff Report May 2016 16 <br />HO Agenda - Page 49 <br />199
