River Road Santa Clara Neighborhood Page 5 of 6 Work Session: May 18, 2020 <br />Plan Project Update <br />Aspects of the forthcoming Neighborhood Plan, the product of this planning effort, will be <br />supportive of all four Strategic Plan objectives: safe, healthy county; vibrant communities; <br />robust infrastructure; and our people & partnership. Further explanation of how the <br />proposed neighborhood plan supports all of the strategic plan objectives will be further <br />explained once there is a draft proposed for adoption. <br /> <br />D. Financial and/or Resource Considerations <br /> <br />None; this is an update and discussion item, with staff seeking support from the Board of <br />County Commissioners in proceeding with the initiation of the adoption process, and no <br />specific action is requested. Land Management Division has allocated staff time to coordinate <br />with City of Eugene staff, participate in outreach efforts, and ultimately, guide the <br />Neighborhood Plan through any Metro Plan amendment required to be reviewed and <br />adopted by the Lane County Planning Commission and Board of County Administrators. <br /> <br />E. Health Implications <br /> <br />None; there are no direct health implications related to the County’s collaboration efforts in <br />this City of Eugene project. <br /> <br />F. Next Steps <br /> <br />On May 12, 2021, the project team will meet with the Eugene City Council to seek direction to <br />move into the Adoption Phase focusing on plan components that require City approval. The <br />project team will provide an update on the Eugene City Council discussion during the May 18, <br />2021 Lane County Board of Commissioners work session. Once there is clear direction from <br />the elected officials, staff will prepare the package of associated comprehensive plan and <br />refinement plan amendments, zone changes, and land use code amendments and launch a <br />corresponding phase of outreach as part of the Adoption Phase. <br /> <br />Community outreach will include newsletter updates, virtual input opportunities, involvement <br />of the River Road and Santa Community Organizations, mailed notices, and outreach to <br />residents, businesses and property owners. This input will help inform the community <br />recommendation from the River Road and Santa Clara Community Organizations and the <br />Community Advisory Committee, which will be forwarded to the Eugene and Lane County <br />Planning Commissions to begin the formal adoption process. <br /> <br />The formal adoption process will include work sessions and a public hearing with Eugene and <br />Lane County Planning Commissions. The Planning Commissions will deliberate and form a <br />recommendation to the City Council and the Lane County Board of Commissioners, who will <br />hold a joint hearing on the matter.
