River Road Santa Clara Neighborhood Page 4 of 6 Work Session: May 18, 2020 <br />Plan Project Update <br />emphasized the importance of early notification to property owners, residents and businesses <br />about plan designation, zone or code changes. There was support for the idea of ongoing plan <br />implementation and monitoring after plan adoption and interest in capturing lessons learned <br />to inform future neighborhood planning processes. <br /> <br />The project team also met with the Lane County Planning Commission on April 6, 2021. <br />Additional time was requested to discuss the County-specific code actions in more detail on <br />April 20, 2021. There was discussion about community involvement in the development of the <br />draft actions, which included the Community Advisory Committee, Topic Area working groups <br />and broad community outreach. Commissioners emphasized the importance of early <br />notification to property owners, residents and businesses impacted by proposed code <br />changes. Some commissioners expressed interest in providing feedback on actions that may <br />be implemented by County programs or projects, in addition to the code actions that the <br />project team was seeking feedback on at this time. There was a desire from some <br />commissioners to see the plan address homelessness. There was general support for the staff <br />recommendations for moving into the Adoption Phase, preparing the plan adoption package <br />and phasing land use code actions, with the understanding that further details regarding <br />proposed code amendments would come back to the Lane County Planning Commission for <br />input later in the process. <br /> <br />River Road Corridor Study <br />The River Road Corridor Study is an in-depth analysis along River Road, up to the location of <br />the Santa Clara Transit Station at Hunsaker Lane, to support implementation of the River <br />Road-Santa Clara Neighborhood Plan vision. In December 2020, the project team wrapped up <br />work with the consultants and submitted River Road Corridor Study deliverables <br />(https://www.eugene-or.gov/DocumentCenter/View/60545/River-Road-Corridor-Study-FTA- <br />Grant) to the Federal Transit Administration, which included a summary of project work, <br />outreach, and recommendations for land use code concepts and multi-modal transportation <br />improvements. The draft land use code concepts will continue to be refined as part of the <br />neighborhood planning process to ensure alignment with the River Road-Santa Clara <br />Neighborhood Plan, citywide policies and compliance with House Bill 2001. The project team <br />will also work to incorporate relevant pieces from the Corridor Study into the River Road- <br />Santa Clara Neighborhood Plan. <br /> <br /> <br /> B. Policy Issues <br /> <br />Lane County has committed to this project as demonstrated with the letter of initiation that <br />was signed by County Administrator, Steve Mokrohisky. Potential future amendments to the <br />Metro Plan will require compliance with Lane Code Chapter 12.200 through 12.230, <br />applicable criteria, and comply with the Oregon Statewide Planning Goals. This project will <br />fulfill a commitment to future neighborhood planning under the Protect, Repair, and Enhance <br />Neighborhood Livability pillar in Envision Eugene. <br /> <br /> <br /> C.
