River Road Santa Clara Neighborhood Page 6 of 6 Work Session: May 18, 2020 <br />Plan Project Update <br /> <br />Based on feedback from the Eugene and Lane County Planning Commissions and project staff, <br />Staff is recommending the initiation of a public review and adoption process for the River <br />Road-Santa Clara Neighborhood Plan, including associated comprehensive plan and <br />refinement plan amendments, zone changes, and Group 1 land use code amendments in <br />Attachment B. <br /> <br /> <br />IV. TIMING/IMPLEMENTATION <br /> <br />The process includes work sessions, public hearings, and deliberation meetings with both the <br />Eugene and Lane County Planning Commissions, Eugene City Council, and Board of County <br />Commissioners. The Lane County Board of Commissioners and Eugene City Council have joint <br />decision-making authority in this project, including the following: <br />• Receive updates from and provide direction to the project management team throughout <br />the planning process; and <br />• Convene public hearings, consider the Planning Commission recommendations, and act to <br />adopt by Ordinance the neighborhood plan as a refinement to the local comprehensive <br />plan. <br />A proposal for adoption should come before the Board of Commissioners and City Counsel during <br />the winter of 2022. <br /> <br />V.
