River Road Santa Clara Neighborhood Page 3 of 6 Work Session: May 18, 2020 <br />Plan Project Update <br />Phasing of Land Use Code Actions <br />Staff recommended phased implementation of actions that involve land use code <br />amendments based on community priorities and staff capacity and resources. A summary of <br />staff recommendations and Community Advisory Committee feedback is provided in the <br />Overview of Adoption Package and Code Actions in Attachment B. A detailed list of all code <br />actions is provided in the Phasing of Code Actions in Attachment C. Code actions generally fall <br />into one or more of the following categories: <br />1. Actions that staff recommend be implemented with adoption of the River Road- <br />Santa Clara Neighborhood Plan. <br />2. Actions related to other existing projects in City or County work plans, which will <br />involve collaboration between the community and staff as part of separate <br />planning processes. <br />3. Remaining actions that will be actualized as resources allow. Some of these <br />actions will need to be initiated and prioritized by the City or County to receive <br />necessary funding and staff to implement. Some of these actions will be <br />initiated, funded, and completed by the community and neighborhood groups. <br /> <br />Many, but not all, of the community priorities that require code amendments are feasible and <br />being recommended by staff to be implemented with adoption of the Neighborhood Plan. <br />Actions not being considered with the Neighborhood Plan or not related to another plan or <br />project will be implemented as processes and resources allow. Some actions would involve <br />citywide or county code amendments and would require a broader public process while a few <br />actions have feasibility concerns identified by staff, which are summarized in Attachment B. <br /> <br />Adoption Phase <br />The River Road-Santa Clara Neighborhood Plan adoption package will be comprised of the <br />Neighborhood Plan document and associated comprehensive plan and refinement plan <br />amendments, zone changes, and land use code amendments. Depending on the extent and <br />location, these changes may require City approval, County approval or both. Plan designation <br />and zone changes being considered are all within Eugene’s urban growth boundary. Any <br />proposed zone and code changes outside the city limits but inside the urban growth boundary <br />will only occur and become effective as property owners choose to annex. City and County <br />decision-makers will both be asked to direct staff to prepare the Neighborhood Plan adoption <br />package, including the plan policies and land use diagram. However, most land use code <br />amendments will only apply within the city limits and require City adoption while only a few <br />specific code actions would involve County adoption. Those differences are noted in <br />Attachment B, with specific actions that would involve Lane County implementation <br />highlighted in blue. <br /> <br />Planning Commission Feedback <br />The Eugene Planning Commission received an update and provided feedback at their March <br />22, 2021 work session. There was general support for the staff recommendations for moving <br />into the Adoption Phase, preparing the plan adoption package and phasing land use code <br />actions. Some commissioners recommended keeping in mind the citywide context and <br />economic feasibility as code changes are developed. There was discussion about the <br />importance of coordinating with the City’s Middle Housing Code Amendments project and a <br />suggestion that community volunteers make state legislators aware of actions that relate to <br />in-progress bills.
