The process <br />shall replace the current Chapter 9.7007 <br />Neighborhood/Applicant Meetings <br />process. Additionally, the new process should be <br />required for proposed zone changes and Willamette <br />Greenway Permits but be removed <br />for partitions. Upon notification of a private <br />development allow a month (2 weeks?) for the <br />community to respond with concerns and prioritized <br />design recommendations. The developer must <br />respond in their completed application how it <br />responds to concerns are addressed or mitigated in <br />the plan prior to acceptance of the application. Moderate Medium $$ A - Group 3 City <br />Staff agrees process needs to be looked at, however, this <br />should be a citywide code amendment and would need a <br />broader public process. This action would need to be initiated <br />by Council and prioritized to receive needed funding and staff <br />resources to implement. <br />CAC would like to discuss with decision-makers to find how to <br />move forward together. Pilot Project? <br />Pilots are used to test a concept in one area first, rather than <br />as a way to save time and money, as they don’t tend to take <br />any less time. The first time we re-vamp this process is still <br />going to take roughly the same amount of time, and if we <br />think it might be something we want to use citywide, then we <br />will keep that in mind during public engagement. <br />12.1.4 Remove barriers for Tiny Homes such as land <br />use restrictions and challenges in providing water and <br />sewer hook ups. Moderate Medium $$ A - Group 3, B City <br />This would be a citywide code amendment that would require <br />a broader public process.
