This would be a <br />problem for cottage clusters or townhomes and could lead to <br />more flag lots. Also, this could have a negative impact on the <br />Buildable Lands Inventory as some developments are only <br />possible with private streets. CAC interested in discussing <br />solutions as part of City’s Complete Street Design Guide <br />project as well as discussing with City Council. This action <br />would need to be initiated by Council and prioritized to <br />receive needed funding and staff resources to implement. <br />14.2.2 Prohibit the creation of new private roads to <br />ensure future maintenance. There is overlap <br />with existing volunteer efforts to maintain and enhance the <br />Willamette Greenway that can continue to support <br />implementation. The intent of the last part of the action is <br />focused on changing the Water Resources Conservation <br />overlay criteria to better protect wildlife in riparian areas, <br />which is recommended for Group 3 as this should be a <br />citywide or county code change that would require a broader <br />public process.
