Charnelton Street Zone Change Page 6 of 8 <br />Zone Change Application: Written Statement <br />May 31, 2023, July 7, 2023 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br /> <br /> <br />A.17 - Provide opportunities for a full range of choice and housing type, density, size, cost, and location. <br />The proposed zone change would allow different levels of residential development that could provide <br />opportunities for a range of housing types that comply with the standards of the R-4 zone. <br /> <br />While these policies do not constitute mandatory approval criteria, they are relevant and supportive of the <br />proposed zone change. <br /> <br />(2) The proposed zone change is consistent with applicable adopted refinement plans. In the event of <br />inconsistencies between these plans and the Metro Plan, the Metro Plan controls. <br />This property is in the Jefferson Far West Refinement Plan area. The refinement plan (General Future Land Use <br />Patterns) shows this area planned as R-4, High Density Residential (Attachment E). The Metro Plan shows this <br />property planned as High Density Residential. This zone change is consistent with the Metro Plan and the <br />Refinement Plan. <br /> <br />The following policies apply to this area. The Refinement Plan Land Use Diagram for General Future Land Use <br />Patterns identifies this property as part of area 17, a ‘High Density Residential Area’. The refinement plan policy <br />for this area specifies: ‘This area shall be recognized as appropriate for high-density residential uses.’ (Page 29). <br /> <br />This policy is from Chapter 9. <br />EC 9.9580 Jefferson/Far West Refinement Plan Policies <br />(2) Land Use Element, Residential <br />(c) Encourage a mixture of housing densities and types to allow a diverse population group to live within the <br />area. <br />The proposed zone change to R-4 allows for an opportunity to provide a variety of residential densities <br />and housing types to meet this policy. <br /> <br />This policy is from the Jefferson/Far West Refinement Plan: Residential Areas. <br />17. High-Density Residential Area <br />This area shall be recognized as appropriate for high-density residential uses. <br /> <br />Proposed rezonings to higher residential densities within this area shall be evaluated based on criteria such <br />as parcel size, proposed development, and impact on surrounding areas. Site review shall be required in <br />conjunction with rezonings. <br />As per this policy the Site Review overlay shall be applied to this rezone. <br /> <br />The proposed zone change to R-4 High Density Residential is consistent with both the Metro Plan designation <br />and the text of this Refinement Plan. The overlay of /SR (Site Review is consistent with the text of this Refinement <br />Plan. <br /> <br />(3) The uses and density that will be allowed by the proposed zoning in the location of the proposed change can be <br />served through the orderly extension of key urban facilities and services. <br />The proposed zoning is consistent with the Metro Plan designation. The minimum level of key urban facilities <br />and services are available and have sufficient capacity to serve the site. The conditions applicable to the site are <br />as follows. <br /> <br />Wastewater <br />There is an 8” wastewater pipe in Olive Alley and a 10” wastewater line in West 14th Avenue. See Attachment F, <br />Wastewater and Stormwater service. <br /> <br />Stormwater <br />There is a 12” stormwater line in West 14th Avenue connecting to a 21” stormwater pipe in Charnelton Street. <br />Stormwater from the property currently flows through a weephole in the curb into the street and into this system. <br />See Attachment F Wastewater and Stormwater service. <br />
