Regional disposal sites are operated by Lane County. <br /> <br /> <br />Water and Electric Service <br />This property is served by Eugene Water and Electric Board (EWEB), who provides electric and water service to <br />the site. Water service is provided via a 4” CI (cast iron) pipe in West 14th Avenue. <br /> <br />Fire and Emergency Medical Services <br />Fire and emergency medical services are provided by the City of Eugene. <br /> <br />Police Protection <br />The City of Eugene provides police protection to the subject site. <br /> <br />City-Wide Parks and Recreation <br />The site is within the jurisdiction of City of Eugene Parks and Recreation. <br /> <br />Land Use Controls <br />The City of Eugene provides land use controls for the site. <br /> <br />Communication Facilities <br />Comcast, CenturyLink, and a variety of other telecommunications providers offer communication services <br />throughout the Eugene/Springfield Area. <br /> <br />Public Schools on a District-Wide Basis <br />Eugene School District (4J) is the K-12 education service provider. <br /> <br />Given the above regarding public and private facility availability, this criterion is met. <br /> <br />(4) The proposed zone change is consistent with the applicable siting requirements set out for the specific zone <br />in: <br />(f) EC 9.2735 Residential Zone Siting Requirements. <br />There are no discrete siting requirements applicable to the R-4 zone at EC 9.2735 Residential Zone <br />Siting Requirements. <br /> <br />(5) In cases where the NR zone is applied based on EC 9.2510(3), the property owner shall enter in to a <br />contractual arrangement with the city to ensure the area is maintained as a natural resource area for a <br />minimum of 50 years. <br /> This criterion does not apply. <br /> <br />Transportation Planning Rule (OAR 660-012-0060(1)): <br />If an amendment to a functional plan, an acknowledged comprehensive plan, or a land use regulation (including a <br />zoning map) would significantly affect an existing or planned transportation facility, then the local government must <br />put in place measures as provided in section (2) of this rule, unless the amendment is allowed under section (3), (9) <br />or (10) of this rule.
