U Haul Eugene <br />Adjustment Review Application: Written Statement <br />April 7, 2023 <br />outside edge of a 6 -inch -wide curb, shall be provided. The landscape strip may <br />be pierced by pedestrian and vehicular access ways. Where abutting lots share <br />parking and/or loading areas, the perimeter of these shared areas shall be <br />considered the outside of the functional areas. Perimeter landscaping shall not <br />be required along the interior lot lines of the 2 lots that share parking and/or <br />loading areas. <br />3. All parking areas shall provide perimeter parking area landscaping according to <br />the following standards. <br />b. Parking areas adjacent to property that is not zoned residential shall provide <br />perimeter landscaping according to EC 9.6210(2) Low Screen Landscape <br />Standard L-2. <br />Reason for Adjustment <br />To accommodate the required ADA access and meet the standards for that access the path has been <br />moved to the area where the plant bed abuts the north property line. This plant bed has been reduced <br />from 7' to 3 1/2 feet. <br />Adjustment Review Approval Criteria <br />9.8030 Adjustment Review — Approval Criteria. The planning director shall approve, conditionally <br />approve, or deny an adjustment review application. Approval or conditional approval shall be <br />based on compliance with the following applicable criteria. <br />(10)Landscape Adjustment Standard. Where this land use code provides that the motor vehicle <br />parking standards may be adjusted, the standards may be adjusted upon finding that <br />applicable corresponding criteria are met. <br />(c) Parking Area Standards. Adjustments may be made to the landscape standards of EC <br />9.6420(3) upon finding that the proposed landscape is consistent with the following <br />applicable criteria: <br />1. Provides visual separation, as needed, between adjacent development. <br />The place where the plant bed is reduced on a portion of the north property line still <br />leaves an area large enough to plant required screening and trees. <br />L-2 compliant shrubs will be planted in that plant bed as will the required canopy trees. <br />The proposed planting provides visual separation between adjacent developments the <br />same as it would in a 7' plant bed. <br />2. Provides clearly defined parking area entrances and on-site pedestrian circulation. <br />There are only 5 parking spaces proposed. This business functions primarily by <br />customers arriving and driving through the building to access storage units and <br />storage boxes. There is also a loading dock so actual parking is at a minimum <br />considering the size of the development. The 2 entrances/exits are clearly defined by <br />planting on the west side and the planting south of the building. The building itself also <br />signals that you are at the entry. <br />On site pedestrian circulation is from the 5 parking spots only and that is clearly <br />delineated at the head of the parking spots. <br />3. Enhances and softens the appearance of parking structures. <br />Not applicable. This project does not include any parking structures. <br />4. Breaks up large expanses of parking. <br />The parking area is not considered a large expanse. <br />5. Protects or mitigates the loss of significant trees or other natural features on or <br />adjacent to the development. <br />Schirmer Consulting, LLC .
