U Haul Eugene 6 <br />Adjustment Review Application: Written Statement <br />April 7, 2023 <br />Existing Use <br />The existing use of the property is industrial. There is one small existing building, and the remainder of the <br />site is gravel. and used for both parking and vehicular circulation. <br />Proposed Use <br />The proposed use will be a U Haul storage facility for the storage of residential household goods. The facility <br />will store U Haul storage containers and these containers will be stored in the building. The storage <br />containers provided by U Haul will arrive at the loading dock and be loaded by forklift into the building. <br />Customers can also drive into the building to access their storage area. All storage activity is contained <br />within the building. <br />There is vehicular circulation around the building and appropriate planting and stormwater treatment facilities <br />will be provided. <br />ADJUSTMENT REVIEW WRITTEN STATEMENT <br />Code criteria is shown as plain text and our responses are in italics. <br />• Adjustment Request #1: Adjustment to EC 9.6420 Landscape Standards. <br />Code Section to Adjust <br />EC 9.6420 Parking Area Standards <br />(3) Landscape Standards. <br />(d) Perimeter Parking Area Landscaping. <br />1. Along the perimeter of the parking area, except for developments within a /TD <br />overlay zone, a landscape strip, at least 7 feet in width, measured from the outside <br />edge of a 6 inch wide curb, shall be provided. The landscape strip may be pierced <br />by pedestrian and vehicular accessways. Where abutting lots share parking and/or <br />loading areas, the perimeter of these shared areas shall be considered the outside <br />of the functional areas. Perimeter landscaping shall not be required along the interior <br />lot lines of the 2 lots that share parking and/or loading areas. <br />3. All parking areas shall provide perimeter landscaping according to the following <br />standards: <br />b. Parking areas adjacent to property that is not zoned residential shall provide <br />perimeter landscaping according to EC 9.6210(2) Low Screen Landscape <br />Standard (L-2). <br />Reason for Adjustment <br />This project proposes parking areas for vehicles (even though none is required) as well as vehicular <br />circulation around the proposed building. <br />The applicant is proposing to reduce a portion of the required plant bed on the north property line. The <br />east portion of that plant bed will be 7' wide as required by land use code. The west portion is being <br />reduced to 3 % feet to accommodate a required handicap sidewalk, path and access to the site as <br />required. The original ADA compliant path was located on the paved area. Changes to the grading in that <br />area no longer allow for the original path to meet ADA requirements for minimum slope.
