U Haul Eugene <br />Adjustment Review Application: Written Statement <br />April 7, 2023 <br />Sadly, there are no existing trees or natural features. This property is comprised <br />primarily of one remnant building and gravel. The required planting will add a minimum <br />of 18 canopy trees in the vehicular circulation area. These proposed trees along with <br />required shrubs and stormwater management planting will greatly enhance the <br />development site and add more landscaping/pervious surface/shade than currently <br />exists. The trees are shown on the Site Plan. No trees were removed from the plan <br />due to the change to this plant bed. <br />Consistency with Land Use Code <br />It is important to note the context of the project when reviewing this criterion. All abutting neighbors to the <br />south and west are zoned 1-3 (Heavy Industrial). To the north of the proposed vehicle circulation area is a <br />Gas Station/7-Eleven store that shares an access easement on the shared property line. Their business <br />consists primarily of vehicular circulation, both automobile and large (WB 65) trucks. <br />To the south and west of the development site are lumber storage yards and the industrial buildings <br />associated with them. Those properties also include large expanses of gravel and asphalt used for <br />industrial supply storage, parking, vehicular circulation and a bill board. See attached air photo. Truck traffic <br />is common in industrial areas as is zero vegetation or screening as can be seen in the air photo. To the east <br />is the 8'— 33' high, 75' wide embankment. <br />The existing site is comprised mainly of unmaintained gravel and a remnant building. The proposed <br />planting, along with the new development will clean up the site and add a level of both screening, <br />stormwater treatment and shade that currently does not exist. <br />In Conclusion <br />Considering the location of this development, the proposed planting will serve to screen the vehicular <br />circulation to the greatest degree practical. The excluded plantings on the east will not be noticed by anyone <br />passing by as they are at elevations much higher than the development site. <br />If you have any questions or need additional clarification, please do not hesitate to call.
