This reduction may diminish or completely eliminate the significant effect of the <br />amendment. <br />(A) Types or levels of travel or access that are inconsistent with the functional classification of an existing <br />or planned transportation facility, <br />(e) Degrade the performance of an existing or planned transportation facility such that it would not meet <br />the performance standards identified in the TSP or comprehensive plan; or <br />(C) Degrade the performance of an existing or planned transportation facility that is otherwise projected <br />to not meet the performance standards identified in the TSP or comprehensive plan. <br />Applicant Response: The potential development trip generation increase of 15 PM peak hour trips is <br />considered de minimus as it represents less than 5% of the traffic entering the River Road/Hilliard Lane <br />intersection in the 2035 plan year which is the nearest intersection of higher-order roadways. Based on <br />materials contained in the 2035 Eugene Transportation System Plan (TSP), both Hilliard Lane and the <br />adjacent River Road corridor are anticipated to operate with link volume-to-capacity ratios of less than <br />0.80 in the 2035 plan year and they meet agency mobility targets. The proposed PL zone designation <br />impacts will not result in volume-to-capacity ratios exceeding agency mobility targets. <br />Overall, the transportation system impacts resulting from the proposed zone change from R-1 to PL will <br />not change the functional classification of an existing or planned transportation facility, will not change <br />the standards implementing a functional classification system, and will not result in volume-to-capacity <br />ratios exceeding agency mobility targets. As such, OAR 660-012-0060 requirements are satisfied without <br />any additional transportation analysis. <br />5. SUMMARY <br />The following conclusions and recommendations are made based on the materials contained in this <br />analysis. <br />1. The subject property, described as tax lot 2000 on Lane County Assessor's Map 17-04-24-23, is <br />addressed 148 W Hilliard Lane in Eugene. The property is 4,356 square feet in size and is currently <br />developed with a single-family residence that is used by the Eugene School District 4J (4J) to provide <br />student support services for the adjacent River Road/Camino del Rio Elementary School. <br />2. The property has been recently annexed into the City of Eugene. To formally establish student support <br />programs at the existing school, 4.1 is proposing a property zone change from Low Density Residential <br />(R-1) to Public Land (PL). <br />3. The subject land use action does not contemplate specific property development. Rather, it <br />contemplates a zone change, and a traffic impact analysis study is necessaryto address Transportation <br />Planning Rule (TPR) criteria outlined in Oregon Administrative Rule (OAR) 660 012-0060. <br />4. The proposed land use actions do not include a specific development application. As such, this analysis <br />evaluates impacts resulting from reasonable worst-case development scenarios in the current and <br />proposed zone designations.
