Reasonable worst-case property development in the proposed PL zone designation generates an <br />additional 49 daily and 15 PM peak hour trips over the current R-1 zone designation. <br />6. The potential development trip generation increase of 15 PM peak hour trips is considered de minimus <br />as it represents less than 5% of the traffic entering the River Road/Hilliard Lane intersection in the <br />2035 plan year which is the nearest intersection of higher-order roadways. Based on materials <br />contained in the 2035 Eugene Transportation System Plan (TSP), both Hilliard Lane and the adjacent <br />River Road corridor are anticipated to operate with link volume-to-capacity ratios of less than 0.80 in <br />the 2035 plan year and meet agency mobility targets. <br />7. The transportation system impacts resulting from the proposed zone change from R-1 to PL will not <br />change the functional classification of an existing or planned transportation facility, will not change <br />the standards implementing a functional classification system, and will not result in volume-to- <br />capacity ratios exceeding agency mobility targets. As such, OAR 660-012-0060 requirements are <br />satisfied without any additional transportation analysis. <br />8. The proposed zone change from R-1 to PL does not trigger the need for a TIA per Eugene Code Section <br />9.8670.
