Rather, it contemplates <br />a zone change request and needs to address both TPR and City requirements. As identified in the Trip <br />Generation section of this analysis, reasonable worst-case development of the subject property does not <br />trigger the need for a TIA per Eugene Code Section 9.8670. Further, if at any time the School District plans <br />to increase student capacity resulting in the need for a TIA, the City Planning Division will be notified and <br />an evaluation per Eugene Code will be provided. <br />2. EXISTING AND PROPOSED CONDITIONS <br />The subject property is bordered by W Hilliard Lane to the north, River Road/Camino del Rio Elementary <br />School to the south and east, and a residential property to the west. The site is currently developed with <br />a single-family residence. <br />In the existing and proposed conditions, property access to the transportation system is to the north to <br />W Hilliard Lane. The site is well connected to the surrounding pedestrian and bicycle network in both the <br />existing and proposed conditions. The site is served by Lane Transit District (LTD) bus routes 51, 52, and <br />55 operating on River Road to the east of the site. <br />3. SITE DEVELOPMENT <br />Zone Designation Development Assumptions <br />The subject property is currently developed with a single-family residence that will continue to be used <br />for "wrap-around student services", such as tutoring or counseling, supporting the academic activities at <br />the adjacent River Road/Camino del Rio Elementary School. As such, the current and proposed property <br />(building) use is to provide ancillary school services that will not add classrooms or increase the student <br />capacity of the existing elementary school. <br />While the proposed land use actions do not include a specific development application, this analysis <br />addresses TPR requirements by evaluating impacts resulting from reasonable worst-case development <br />scenarios in the current and proposed zone designations. The following development assumptions are <br />made based materials contained in the Eugene Code (EC). <br />Proposed Public Land (PL) Zone <br />As identified EC Sections 9.2682.1.d.1-9, if 4.1 declares the property as surplus it can be developed by <br />another entity with a number of potential uses. <br />Given the small property size of 4,356 square feet and the need to provide on-site parking, potential <br />uses are limited to those that can realistically operate/function with a 1,500 square-foot building. <br />Considering the list of EC permitted uses, the highest potential trip generators include: <br />o Ballet, Dance, Martial Arts, and Gymnastic Schools/Academies/Studios, and <br />o Day Care Facilities. <br />• Based on a review of the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th <br />Edition Manual data, a day care facility has the highest PM peak hour tip generation rate. <br />Itr cmc River Road Elementary Hilliard Lane ZC TIA - revised 08.12.2022 - final.docx <br />
