PROPERTY DESCRIPTION AND PROPOSED LAND USE ACTIONS <br />The subject property, described as tax lot 2000 on Lane County Assessor's Map 17-04-24-23, is addressed <br />148 W Hilliard Lane in Eugene. The property is 4,356 square feet in size and is currently developed with a <br />single-family residence that is used by the Eugene School District 4J (4J) to provide student support <br />services for the adjacent River Road/Camino del Rio Elementary School. <br />The property has been recently annexed into the City of Eugene. The Metro Plan and the 1986 River Road- <br />Santa Clara Urban Facilities Plan plan designations are both Low Density Residential (LDR), and the current <br />zone designation is low-density residential (R-1). To formally establish the student support programs, 4.1 <br />is proposing a zone change from Low Density Residential (R-1) to Public Land (PL). <br />Metro Plan policies acknowledge that a certain amount of LDR land will be used for "auxiliary uses" such <br />as schools.
