Based on materials <br />contained in the 2035 Eugene Transportation System Plan (TSP), both Hilliard Lane and the adjacent River <br />Road corridor are anticipated to operate with link volume-to-capacity ratios less than 0.80 in the 2035 <br />plan year and meet agency mobility targets. <br />The proposed zone change from R-1 to PL will not result in a trip generation increase that significantly <br />affects any existing or planned transportation facilities.
