Hilliard Lane (River Road Elementary School) Property - Eugene, Oregon <br />C&A Project Number 20211201.00 <br />June 23, 2022 <br />Page 3 <br />Development Trip Generation <br />Trip generation was estimated using the Institute of Transportation Engineers (ITE) Trip Generation <br />Manual, 11th Edition, and practices from the ITE Trip Generation Handbook, 3rd Edition for the <br />reasonable worst-case development scenarios in the proposed and current zone designations. As such, there is no trip generation increase. <br />Overall, the proposed zone change from R-1 to PL is not anticipated to result in a trip generation <br />increase and will not significantly affect any existing or planned transportation facilities. As such, OAR <br />660-012-0060 requirements are satisfied without any additional transportation analysis. <br />4. SUMMARY <br />The following conclusions and recommendations are made based on the materials contained in this <br />analysis. <br />The subject property, described as tax lot 2000 on Lane County Assessor's Map 17-04-24-23, is <br />addressed 148 W Hilliard Lane in Eugene. The property is 4,356 square feet in size and is currently <br />developed with a single-family residence that is used by the Eugene School District 4.1 (4J) to provide <br />student support services for the adjacent River Road/Camino del Rio Elementary School. <br />2. The property has been recently annexed into the City of Eugene. To formally establish student support <br />programs at the existing school, 4.1 is proposing a property zone change from Low Density Residential <br />(R-1) to Public Land (PL). <br />3. The subject land use action does not contemplate specific property development.
