Hilliard Lane (River Road Elementary School) Property - Eugene, Oregon <br />C&A Project Number 20211201.00 <br />June 23, 2022 <br />Page 4 <br />4. The property is not proposed to be redeveloped and any type of future redevelopment is unknown. <br />Because the property will continue to provide ancillary services to the existing school and will not <br />increase student capacity or site trip generation, a single-family residence is considered to be the <br />reasonable worst-case development in both the current R-1 and the proposed PL zone designations. <br />5. The proposed zone change from R-1 to PL is not anticipated to result in a trip generation increase and <br />will not significantly affect any existing or planned transportation facilities. As such, OAR 660-012- <br />0060 requirements are satisfied without any additional transportation analysis. <br />6. The proposed zone change from R-1 to PL does not trigger the need for a TIA per Eugene Code Section <br />9.8670. Further, if at any time the School District plans to increase student capacity resulting in the <br />need for a TIA, the City Planning Division will be notified and an evaluation per Eugene Code will be <br />provided <br />Sincerely, <br />Christopher M.
