from the development site by a drainage channel, transmission easement, survey gap, <br />or similar property condition. The streets shall be in locations that will enable <br />adjoining properties to connect to the proposed development's street system. <br />The proposed development is surrounded by residential development to the north and south <br />with Scenic Drive bordering the development to the west and Dublin Avenue to the east. The <br />applicant proposes a half street improvement of Dublin Avenue. In a point of testimony, <br />Barbara Hurwich writes "This dead end section of Dublin is a VERY narrow street, with no room <br />to park or turn around. Unless the street is widened considerably, and a parking lane added, the <br />additional traffic will create a hazardous condition to vehicles and people." The applicant is <br />widening the Right-of-Way and improving Dublin Avenue to the specifications illustrated in the <br />submitted plans which comply with the City's adopted standards. <br />Given the proposed extension and improvements, this standard is met. <br />(d) Secondary access for fire and emergency medical vehicles consistent with EC <br />9.6870 is required. <br />This standard is met given the proposed construction of a new public street connecting Scenic <br />Drive and Dublin Avenue. <br />(e) Except for applications proposing needed housing, all applicants shall show that <br />the proposed street alignment shall minimize excavation and embankment and avoid <br />impacts to natural resources, including water related features. <br />This standard is not applicable as this Tentative Subdivision application is being reviewed using <br />Needed Housing criteria. <br />(f) In cases where a required street connection would result in the extension of an <br />existing street that is not improved to city standards and the street has an inadequate <br />driving surface, the developer shall construct a temporary barrier at the entrance to <br />the unimproved street section with provision for bicycle, pedestrian, and emergency <br />vehicle access. <br />This standard is not applicable as this proposal will not result in a street extension to an <br />unimproved street.
