As discussed in EC9.6870 Street Width, which is incorporated by reference, there is no <br />requirement for additional right-of-way dedication beyond what is proposed in Scenic Drive, <br />Dublin Avenue, and Buster Lane. This is standards met. <br />EC 9.6810 Block Length: The maximum block length for local streets shall not exceed 600 feet, <br />unless an exception is granted per subsections (1-4). Based on the applicant's site plan the <br />proposed block length would be roughly 365 feet, which is less than the maximum 600 feet. <br />Based on these findings, the proposed development meets with the block length criteria <br />starting at EC 9.6810. <br />EC 9.6815(2) Street Connectivity Standards: This standard sets the requirements for extending <br />streets and includes details on how and where the streets need to be extended. The subject <br />property is in an area with a developed street system. <br />Referral comments from Public Works provide analysis that explains how the existing area is <br />developed. Based on the applicant's proposal and Public Works referral comments, this <br />standard is met. <br />(a) All streets and alleys shall be public unless the developer demonstrates that a <br />public street or alley is not necessary for compliance with this land use code or the <br />street connectivity standards of subparagraphs (b) through (f) of this subsection. <br />The applicant proposes the construction of one public street. This standard is met. <br />(b) The proposed development shall include street connections in the direction of all <br />existing or planned streets within 1/4 mile of the development site. The proposed <br />development shall also include street connections to any streets that abut, are <br />adjacent to, or terminate at the development site. <br />Two public streets abut the development site, Scenic Drive to the west and Dublin Avenue to <br />the east. River Loop 2 and Scenic Drive are located within X mile of the development site to the <br />south and north, respectively. The applicant proposes construction of a public street connecting <br />Dublin Avenue and Scenic Drive. <br />Testimony from Barabra Hurwich expresses a preference to have the subdivision exist solely to <br />Scenic Drive. The proposal, as submitted, fulfils Eugene Code 9.6815(2)(b) by providing <br />connecting street access to two existing streets that abut the development site. The planned <br />street is proposed to have a bidirectional travel lane(s) as illustrated in the applicant's <br />materials. <br />This proposal meets the requirements of this standard. <br />(c) The proposed development shall include streets that extend to undeveloped or <br />partially developed land that is adjacent to the development site or that is separated <br />July 2022 Findings & Decision of the Planning Director Page 6 of 22 <br />Buster Place (ST 22-1) <br />
