Response: Domestic water service will be provided to the lots as shown on the Preliminary <br />Composite Utility Plan in Exhibit A. These improvements are intended to comply with all <br />applicable City standards. The Applicant can provide the required documentation from <br />the Eugene Water and Electric Board (EWER) for review with a future final plat <br />application. This standard can be met. <br />(2) Sewage. All developments shall be served by the wastewater sewage system <br />of the city, complying with provisions in Chapter 6 of this code. <br />Response: Sanitary sewer service will be provided to the lots as shown on the Preliminary Composite <br />Utility Plan in Exhibit A. These improvements are intended to comply with all applicable <br />City standards. The public sewer system serving the site has been designed as part of the <br />East Highlands Subdivision and is currently under review through the Privately Engineered <br />Public Improvement (PEPI) permitting process. This standard is be met. <br />(3) Streets and Alleys. <br />(a) The developer shall grade and pave all streets and alleys in the <br />development site. All paving shall be to the width specified in EC <br />9.6870 Street Width and provide for drainage of all such streets and <br />alleys, and construct curbs and gutters, sidewalks, street trees and <br />street lights within the development site according to the Design <br />Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways <br />and Accessways and standards and specifications adopted pursuant <br />to Chapter 7 of this code and other adopted plans and policies. <br />Response: The private street is planned to be paved and graded to the paved width required for a <br />primary access alley (20' for two-way travel) per the requirements in EC 9.6870. The <br />improvements are intended to comply with the Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways as well as the applicable provisions of <br />Chapter 7. Compliance with these standards can be reviewed and verified as part of future <br />site development permits. This standard can be met. <br />(b) The developer shall pave streets and alleys adjacent to the <br />development site to the width specified in EC 9.6870 Street Width, <br />unless such streets and alleys are already paved to that width, <br />provided the City makes findings to demonstrate consistency with <br />constitutional requirements. All paving shall provide for drainage of <br />all such streets and alleys, and construct curbs and gutters, <br />sidewalks, street trees and street lights adjacent to the development <br />site according to the Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways and standards and <br />specifications adopted pursuant to Chapter 7 of this code and other <br />adopted plans and policies. <br />Response: The streets adjacent to the site are public improvements that are either installed <br />(Brackenfern Road) or under review as part of the improvements serving the East <br />Highlands subdivision (Deerfern Road). This standard does not apply. <br />(c) The standard at (3)(b) may be adjusted if consistent with the criteria <br />of EC 9.8030(19). <br />Response: The private street is planned to be paved and graded, as shown on the Preliminary <br />Dimensioned Subdivision Plans in Exhibit A.
