with City standards for alleys (20 feet of paved width for 2-way travel plus sidewalk) and <br />is being created through a cluster subdivision process. This standard does not apply. <br />9.2790 Solar Lot Standards. <br />(1) Applicability. Solar lot standards apply to the creation of lots within <br />subdivisions in R-1 and R-2 zones. <br />(2) Solar Lot Requirements. In R-1 and R-2, at least 70% percent of the lots in a <br />subdivision shall be designed as "solar lots" and shall have a minimum north- <br />south dimension of 75 feet and a front lot line orientation that is within 30 <br />degrees of the true east-west axis. For purposes of this subsection, a lot <br />proposed for more than one dwelling unit shall count as more than one lot, <br />according to the number of units proposed (e.g. a lot proposed for a fourplex <br />shall be considered 4 lots). (See Figure 9.2790(2) Solar Lot Requirements.) <br />Response: The rowhouse lots will provide the same solar orientation as what is currently approved <br />for the site. The lots created throughout the East Ridge Village PUD were evaluated and <br />found to meet the solar lot standards under EC 9.2790 with more than 70 percent of the <br />lots designated as solar lots. Further, the lot is sloped 20 percent or more in a direction <br />greater than 45 degrees east or west of true south and is, therefore, exempt from the <br />solar lot requirements as provided by EC 9.2790(4)(a). <br />General Standards for All Development <br />Public Improvement Standards <br />9.6500 Easements. <br />(1) The city may require the dedication of easements for wastewater sewers and <br />other public utilities, and for access thereto for maintenance, of a sufficient <br />width to meet the intended use, provided the city makes findings to <br />demonstrate consistency with constitutional requirements. <br />(2) Easements may be required along lot or parcel rear lines or side lines, or <br />elsewhere as necessary to provide needed facilities for present or future <br />development of the area. <br />(3) No building, structure, tree, or other obstruction shall be placed or located on <br />or in a public utility easement. Prior to approval of a final PUD, final site <br />review plans, or final plats, there shall appear thereon a restriction showing <br />compliance with this subsection. <br />Response: The easements and dedications necessary for delivering utilities to the project are shown <br />on the Preliminary Plans in Exhibit A. This tentative subdivision application does not <br />involve the construction of buildings or structures. To the extent these standards apply, <br />they are met. <br />9.6505 Improvements - Specifications. All public improvements shall be designed and <br />constructed in accordance with adopted plans and policies, the procedures specified <br />in Chapter 7 of this code, and standards and specifications adopted pursuant to <br />Chapter 7 of this code. Additionally, all developments shall make and be served by the <br />following infrastructure improvements: <br />(1) Water Supply.
