University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />September 23, 2021 <br />and Constraints Working Paper shall be protected. Sites subsequently <br />determined to be significant by the Oregon Department of Fish and <br />Wildlife shall also be protected. <br />The Metro Plan Natural Assets and Constraints Working Papers does not list any of the <br />Autzen Stadium Complex as a significant vegetation and wildlife area. The Natural <br />Resource Special Study has not been adopted. The draft Natural Resource Special <br />Study (NRSS) lists Patterson Slough, east of the subject site, as part of Site E-42 (Alton <br />Baker Riparian). There are two portions of Patterson Slough within the Autzen Stadium <br />Complex, bisected by an existing roadway connecting the main parking area to the <br />intersection of MLK Jr. Blvd. and Kinsrow Ave. The applicant previously submitted a <br />detailed on-site delineation of wetlands associated with Patterson Slough as part of the <br />prior Greenway application (WG 01-1). The proposed project will not impact wetlands <br />or riparian vegetation associated with Patterson Slough. <br />Other than Patterson Slough, no area within the Autzen Stadium Complex site could be <br />considered significant and the Oregon Department of Fish and Wildlife (ODFW) has not <br />made any subsequent identifications. This proposal is consistent with this standard. <br />8. The natural vegetative riparian fringe along the Willamette River, as <br />identified on the Willakenzie Area Plan Natural Resource Area Map, <br />shall be protected and enhanced to the maximum extent practicable. <br />As shown on the Willakenzie Area Plan Natural Resource Areas Map (page 158 of the <br />WAP), the riparian fringe does not extend to the subject site. The project is located <br />2,200 feet from the Willamette River and has no impact on the natural vegetative <br />riparian fringe along the river. This standard is satisfied. <br />9. Scenic qualities and viewpoints, as identified in the Metro Plan Natural <br />Assets and Constraints Working Paper shall be preserved. <br />The Metro Plan Natural Assets and Constraints Working Paper does not identify any <br />scenic qualities or viewpoints for preservation on the subject site, nor will the proposal <br />affect areas in Alton Baker Park identified as having "prominent and plentiful <br />vegetation." The proposal is consistent with this standard. <br />Based on the above findings and condition, the proposal is consistent with EC 9.8815(4). <br />(5) In areas not covered by subsection (4) of this section, the <br />intensification, change of use, or development shall conform with the <br />following applicable standards: <br />CAMERON MCCARTHY 28 <br />
